Supervisor Steve Schreffler nominated Ken Bechtel as Chairman of the Board of Supervisors for 2024, seconded by Supervisor Scott McBurney. Motion carried 5-0.

Supervisor Scott McBurney nominated Brad Bruner as Vice Chairman of the Board of Supervisors for 2024, seconded by Supervisor Ken Bechtel. Motion carried 5-0.

Sara Glace was reappointed as Secretary/Treasurer at $21.00/hour with set office hours Monday through Friday, a $310/month health benefits stipend, retirement with up to 3% match, paid leave, and mileage reimbursement at the federal rate. Bonding was approved at $1,000,000 (cost $1,283). Glace was also appointed as Open Records Officer. All motions carried 5-0.

Matt Roland was reappointed as Roadmaster for 2024 with an annual salary of $62,400, a township vehicle, gas card, credit card, cell phone, $310/month health benefits stipend, and retirement with up to 3% match starting September 25, 2024. He also serves as Nuisance Officer. Motion carried 5-0.

Ryan Malone was reappointed as full-time road crew at $25.00/hour with a township vehicle, gas card, $25/month cell phone stipend, $310/month health benefits stipend, and retirement with up to 3% match. Colton Warfel was reappointed at $24.00/hour with the same benefits except no township vehicle; his retirement match starts June 23, 2024. All motions carried 5-0.

Raymond Maus was approved at $15.00/hour as a part-time employee. Jay Bechtel was approved at $25.00/hour as a permanent part-time CDL plow operator (motion carried 4-0-1, Chairman Ken Bechtel abstained). General rates were set at a minimum of $19.00/hour for CDL plow operators/drivers and $15.50/hour for non-CDL operators and general laborers.

Employee pay periods were set as bi-weekly with payday on the Wednesday following the end of the pay period; Supervisors are paid monthly on the last payday of the month. Paid holidays approved include New Year's Day, Memorial Day, Independence Day, Labor Day, 3 hours Thanksgiving Eve, Thanksgiving Day, Day after Thanksgiving, 3 hours Christmas Eve, Christmas Day, and a floater day. Both motions carried 5-0.

Bruce Warshawsky was reappointed as Solicitor at $600/month retainer plus $200/hour thereafter. Herbert, Rowland & Grubic, Inc. was reappointed as Township Engineer. Building Inspection Underwriters of PA was appointed as primary UCC Inspector with no alternate. Brian McFeaters and his daughter Carrie McFeaters were appointed as primary SEO with no alternate. All motions carried 5-0.

Gary Shultz was appointed Vacancy Board Chairman. Mid Penn Bank was retained as the township depository. Supervisor Steve Schreffler was nominated as PSATS voting delegate. Jake Gruver and Dwight Hoffman were reappointed to the Planning Commission through 12/31/2027. Jon Miller was reappointed to the Halifax Area Water and Sewer Authority through 12/31/2028. Tyler James was reappointed as Dauphin County EIT Committee representative. All motions carried 5-0.

Tim Neiter was reappointed as EMC with a $600 annual stipend paid quarterly plus $15/month for his data package. Brad Bruner was reappointed as Deputy EMC along with Jeff Tracey and Bob Stout. Both motions carried 5-0.

Supervisors Brad Bruner and Steve Schreffler were reappointed to the Fireworks Committee. Supervisors Scott McBurney and Steve Schreffler were appointed to the HR Committee. Cloud 5 Solutions was reappointed as webmaster at $748.00/year. All motions carried 5-0.

Mileage reimbursement was set at whatever the federal rate is at the time. The 2024 bid threshold is $23,200. Inter-municipal equipment rates were approved ranging from $45/hour (zero turn mower) to $150/hour (JCB). Board of Supervisors meetings were set for the 2nd Monday of each month at 7:00 PM and Planning Commission meetings for the 1st Monday of each month, both at the Halifax Township Municipal Building. All motions carried 5-0.
