Planning Commission

The Halifax Township Planning Commission held its regular meeting on July 1, 2024, called to order at 7:00 PM by Chairman Jake Gruver. Members Randy Paul, Don Hentz, and Dwight Hoffman were present, along with Solicitor Bruce Warshawsky and HRG, Inc. Engineer Alex Greenly; Chad Lebo and Tanner Stroup were absent. The brief 36-minute session focused on advancing two development projects and continuing discussion on several ordinance updates.

• Rowe Subdivision — SALDO waivers recommended (4-0): The commission unanimously recommended approval of three waivers from the Subdivision and Land Development Ordinance: Section 404 (Preliminary Plan Procedures), Section 405.1.a (Plan Scale), and Sections 606 and 607 (Curbs and Sidewalks).
• Rowe Subdivision — conditional approval granted (4-0): The commission gave conditional approval to the Rowe Subdivision plan, subject to conditions outlined in HRG, Inc.'s June 7, 2024 review letter (Administrative Comments 1–3).
• Anderson Land Development Phase 2 accepted (4-0): The commission unanimously accepted the Anderson Land Development Plan: Phase 2.
• Stormwater and terminology ordinances tabled: Solicitor Bruce Warshawsky requested both the new Stormwater Management Ordinance and the terminology update be tabled until next month.
• Sign Ordinance discussion: The commission discussed sign placement and lighting standards using IBC standards as a guide; no vote was taken.
• Flag Lot Ordinance discussion: Discussion continued on the pole portion of flag lots; no action was taken.
• Public comment — sinkhole and bamboo concerns: Resident Tiffany Lamb raised concerns about large sinkholes and overgrown bamboo on her property. The commission directed her to bring the matter to the Board of Supervisors.
