SECRETARY/TREASURER REPORT
The Board approved a quote of $160,250.00 from Rocky Mountain Contractors for a 50x30x14 wash bay with 16' walls and 14' garage doors. Motion by Supervisor Schreffler, seconded by Supervisor Paul, carried 5-0.
The Board approved paid interim bills and current unpaid bills through January 13, 2025, as well as the December 9, 2024 Regular Meeting Minutes and the January 6, 2025 Reorganizational Meeting Minutes. All motions carried 5-0. The financial report was placed on file for audit.
PLANNING COMMISSION RECOMMENDATION
The Planning Commission reported that its officers remained the same after reorganization: Jake Gruver as Chairman, Randy Paul as Vice-Chairman, and Dwight Hoffman as Secretary. The Board approved the Hale Time Extension until April 14, 2025, and approved two SALDO waivers (Section 404 Preliminary Plan Procedure and Section 405.1.a.4 Plan Scale) plus a Solar Ordinance waiver reducing the fence height requirement from eight feet to four feet for Anderson's Phase 2. All motions carried 5-0.
ENGINEER REPORT
HRG, Inc. Engineer Alex Greenly presented his report on December 2024 services. ROADMASTER REPORT

FRIENDS OF FORT HALIFAX REPORT
President Scott Theurer reported that Dauphin County Vo-Tech Instructor Kent Brady and students completed clearing the North River Trail and North River Meadow edges of invasives as previously approved. The Friends of Fort Halifax announced their Annual Banquet is scheduled for Saturday, February 15, 2025, at the Halifax Ambulance Association Building.
NUISANCE REPORT
For 194 Kinsinger Road, the Board voted 5-0 to proceed with an Injunction Motion with the Court of Common Pleas instead of the MDJ. For 49 Pawnee Lane, the Board voted 5-0 to have Solicitor Warshawsky send notice of violation for more than three unregistered vehicles per Nuisance Ordinance 2013-8, Section 2.A.4, advising the violation has been turned over to the Magistrate District Justice.
OLD BUSINESS
Supervisor McBurney reported that he and Supervisor Schreffler met with Dauphin County on January 8, 2025, regarding a Gaming Grant to continue work on Fort Halifax, including making the railroad a public crossing with parking. Supervisor McBurney asked the Board how they would like to proceed with finding a partner for the building portion of Fort Halifax Park.
Roadmaster Roland reported that shale is currently being used to level the vacant lot owned by Halifax Township in preparation for placing stone storage bins.
NEW BUSINESS
Solicitor Warshawsky reported that the Stormwater Management Ordinance has been separated from the SALDO. Dauphin County Planning Commission proposed two comments: one on Section 301 Land Development (3b, c, & d) and another on Section 505.3.a Flag Lots to include both on-lot and public water/sewer uses. The Planning Commission voted not to change the Land Development definition but voted to change the Flag Lots definition to mirror the Pennsylvania Municipalities Code.
The Board approved transferring $177,000.00 to the General Fund for the Pole Shed project, placing $160,250.00 in a separate CD at 4.10% APR for six months for the newly approved Wash Bay project, and placing the remaining $513,783.38 into a CD at 4.10% APR for six months. Motion by Supervisor Paul, seconded by Supervisor Schreffler, carried 5-0.
