Reorganization

Supervisor Schreffler nominated Supervisor Bechtel to serve as temporary Chairman, with Sara Glace serving as temporary Secretary. Motion carried 4-0.

Supervisor McBurney nominated Ken Bechtel as Chairman of the Board of Supervisors for 2026. There were no other nominations; motion carried 4-0.

Supervisor Schreffler nominated Brad Bruner as Vice Chairman for 2026. There were no other nominations; motion carried 4-0. Bruner was not in attendance at the meeting.

Sara Glace was reappointed as Secretary/Treasurer for 2026 at $24.90/hour with defined office hours Monday through Friday, a $350/month health benefits stipend, retirement with up to 3% match, mileage reimbursement at the federal rate, and additional duties including permit officer and attending meetings. Bonding was approved at $1,000,000 for an annual premium of $1,283. All motions carried 4-0.

Sara Glace was reappointed as the township's Open Records Officer for 2026. Motion carried 4-0.

Matt Roland was reappointed as Roadmaster for 2026 with an annual salary of $66,199, a township vehicle, gas card, credit card, cell phone, $350/month health benefits stipend, retirement with up to 3% match, and duties including nuisance officer and attending supervisor meetings. All motions carried 4-0.

Ryan Malone was reappointed as full-time road crew at $26.52/hour with a township vehicle, and Colton Warfel was reappointed at $25.46/hour. Both receive a $350/month health benefits stipend, retirement with up to 3% match, gas card, $25/month cell phone stipend, paid leave, and paid holidays. All motions carried 4-0.

Jay Bechtel was approved at $26.40/hour as a permanent part-time CDL plow operator (motion carried 3-0-1, Chairman Bechtel abstained). The minimum starting rate for CDL plow operators/drivers was set at $19.00/hour and for non-CDL operators/general laborers at $15.50/hour, with a $0.50 increase for James Bainbridge and Rodney Stamm. Motion carried 4-0.

Employee pay periods were set as bi-weekly with payday on the Wednesday following each period; supervisors are paid monthly on the last payday of the month. Ten paid holidays were approved: New Year's Day, Memorial Day, Independence Day, Labor Day, 3 hours Thanksgiving Eve, Thanksgiving Day, day after Thanksgiving, 3 hours Christmas Eve, Christmas Day, and a floater day. Both motions carried 4-0.

Cunningham, Chernicoff, and Warshawsky, P.C. was appointed as solicitor at $1,000/month retainer plus $200/hour thereafter. Herbert, Rowland, & Grubic, Inc. was reappointed as township engineer. Building Inspections Underwriters of PA was reappointed as primary UCC inspector with no alternate appointed. Brian McFeaters and Carrie McFeaters were reappointed as primary SEO with no alternate appointed. All motions carried 4-0.

Gary Schultz was appointed Vacancy Board Chairman. Mid Penn Bank was retained for all depository accounts (General, Liquid Fuels, Plan Escrow, Dirt & Gravel, Credit Card, and CD). The mileage reimbursement rate was set at the federal rate (72.5 cents/mile for 2026). The bid threshold is $24,500. Inter-municipal equipment rates were approved ranging from $55/hour (zero turn mower) to $200/hour (JCB). All motions carried 4-0.

Supervisor Schreffler was nominated as voting delegate to the 2026 PSATS Annual Convention (April 19-22, Hershey Lodge). Melinda Warfel was nominated to the Dauphin County EIT Committee. Chairman Bechtel was reappointed as UDCOG delegate. All motions carried 4-0.

Tim Neiter was reappointed as EMC with a $600 annual stipend paid quarterly and a $15/month data package stipend. Supervisor Bruner was reappointed as Deputy EMC along with Jeff Tracy and Bob Stout. Both motions carried 4-0.

Supervisors Bruner and Schreffler were reappointed to the Fireworks Committee. Supervisors McBurney and Bruner were appointed to the Human Resources Committee. Cloud 5 Solutions was reappointed as webmaster at $785/year. All motions carried 4-0.
