Secretary/Treasurer Report
Supervisors approved paid interim bills (McBurney/Schreffler, 5-0), current unpaid bills (Paul/Schreffler, 5-0), minutes from the February 12, 2015 Special Meeting (Paul/McBurney, 5-0), and minutes from the March 9, 2015 Business Meeting (McBurney/Schreffler, 5-0). The Financial Report was reviewed with no comments and placed on file for audit.
Planning Commission Recommendation
Bryan Soyka reported on the Sheetz Highway Occupancy Permit application. PennDOT requires Oak Avenue at Rte. 225 to be right-in/right-out only with no left turn onto Rte. 225; left-in turns from Rte. 147 are fully restricted, and left-out turns onto Rte. 147 restricted 3-6 PM Monday through Friday. The Lebo driveways will become two separate permitted driveways with a connection behind the right-of-way. If all information is provided to Engineer Tom Wilson in time, the vote would occur at the May meeting; otherwise it goes back to Planning Commission first. Flo Mallonee also reported the Planning Commission is dedicating an hour per meeting to SALDO modifications, currently working on stormwater management options and impervious coverage.
Engineer Report
Steve Roe reported on behalf of absent Engineer Tom Wilson. A preliminary meeting with PennDOT on the 225 Sidewalk Project was held April 13, 2015. An upcoming field review meeting will be scheduled with the Township invited, and the draft proposal for the project was expected to be available the following week.
Solicitor Report
Solicitor Warshawsky reported that title searches on the Funk, Loudenslager, and Clugston properties going back to the late 1800s found no reference to a public road and nothing indicating the private easement and access was wider than shown on the 1991 subdivision. Supervisors voted 5-0 (Bruner/Paul) to have Solicitor Warshawsky send a letter to Senator Teplitz regarding these findings.
Roadmaster Report
Roadmaster Stazewski reported an uninspected truck with debris and construction debris at 1059 N. River Road remains unchanged from last year; supervisors voted 5-0 (Paul/Bruner) to send a pre-nuisance letter. For 2015 road projects: McClellan Road tar and chip to Tourist Park Road; Ebeneezer Road tar and chip; Lehman Road paving between Million Dollar Road and Creek Road with tar and chip to the township line; Parmer Drive paving with new fabric; and Kinsinger Road paving. Supervisors voted 5-0 (Paul/Bruner) to advertise for bid proposals.
Old Business
Solicitor Warshawsky sent another letter to Mr. and Mrs. Bettis on March 6, 2015. Mr. Bettis requested to be on the April agenda but did not appear. Two other landowners signed a Memorandum of Understanding reflecting the actual stormwater management on the property, which is compliant with the ordinance but differs from the original plan. Mr. Bettis has not yet signed. The item was tabled to the May 11, 2015 meeting.
No residents were present. Joe Gaughan from Dauphin County EMA gave Mr. Wagner suggestions on selecting street names but has not heard back. Permit Officer Stazewski will obtain Gaughan's street name recommendations for the next meeting.
Solicitor Warshawsky reviewed the contents of the Dog Kennel Ordinance. Supervisors voted 5-0 (Paul/Bruner) to advertise the ordinance for future adoption.
After discussion, supervisors voted 5-0 (Bruner/Paul) to adopt the Sewer Service Agreement between Halifax Area Water and Sewage Authority and Halifax Township.
A hearing for the liquor license transfer from Carsonville Catering, LLC to Doughboys Pizza was held at 6:45 PM on April 13, 2015. Supervisors voted 5-0 (Paul/McBurney) to approve the transfer in writing.
New Business
Mike Peckart, COO of Masser Potatoes, explained the company purchased the former Harman Stove Building on Route 225 and uses it for agricultural storage of potatoes and dehydrated potato products for food banks. They plan to construct a 22,000 sq. ft. refrigerated storage unit inside the building at a cost of $1.7 million. Light-Heigel & Associates denied their request for a Uniform Construction Code waiver on April 9. Counsel Jim Diehl asked the Township to support Masser Potatoes' exemption application. Supervisors voted 5-0 (McBurney/Paul) to support Masser Potatoes' appeal to the UCC Board of Appeals.
The Board reviewed the list of proposed PSATS Resolutions. Supervisors were asked to provide their recommendations to Supervisor McBurney, who would be voting on behalf of Halifax Township at the annual PSATS Conference in Hershey, April 19-22.
Supervisor McBurney reviewed a list of items for renewal of the Township's commercial insurance policy.
Dale Greene requested permission to fly rockets at Fort Halifax during the festival on May 2 and again on August 8. Supervisors voted 5-0 (Bruner/McBurney) to grant permission contingent upon receipt of a $1,000,000 insurance certificate.
