Monthly Business Meeting

7:11 pm – 9:04 pm 9 present 12 motions

The Halifax Township Board of Supervisors held its monthly business meeting on April 13, 2015, called to order at 7:11 p.m. All five supervisors were present: Chairman Kenneth Bechtel, Brad Bruner, Randy Paul, Steve Schreffler, and Scott McBurney. The nearly two-hour meeting covered a wide range of township business, highlighted by the board's support for a $1.7 million agricultural expansion by Masser Potatoes, adoption of a sewer service agreement with HAWSA, and the launch of the 2015 road improvement season. The board also recognized Raymond Maus with a plaque for 34 years of service to the township.

  • Masser Potatoes expansion backed — The board unanimously supported Masser Potatoes' appeal to the Uniform Construction Code Board of Appeals for an agricultural storage exemption. The company plans to build a 22,000 sq. ft. refrigerated potato storage unit inside the former Harman Stove Building on Route 225 at a cost of $1.7 million. Their initial exemption request was denied by Light-Heigel & Associates on April 9.
  • 2015 road projects advertised for bid — Supervisors approved advertising for bids on five road projects: tar and chip on McClellan Road and Ebeneezer Road; paving and tar and chip on Lehman Road; paving with new fabric on Parmer Drive; and paving on Kinsinger Road.
  • HAWSA sewer agreement adopted — The board voted 5-0 to formally adopt a sewer service agreement between Halifax Township and the Halifax Area Water and Sewage Authority.
  • Funk property title search finds no public road — Deed and title searches on the Funk, Loudenslager, and Clugston properties going back to the late 1800s found no evidence of a public road or a wider private easement than shown on the 1991 subdivision. The board directed Solicitor Bruce Warshawsky to send a letter to Senator Teplitz with the findings.
  • Dog kennel ordinance advancing — Supervisors approved advertising a new dog kennel ordinance for public notice ahead of a future adoption vote.
  • Doughboys Pizza liquor license transfer approved — Following a hearing held earlier the same evening, the board endorsed the transfer of a liquor license from Carsonville Catering, LLC to Doughboys Pizza.
  • Sheetz traffic restrictions detailed — PennDOT's Highway Occupancy Permit application for the Sheetz site will require Oak Avenue at Route 225 to become right-in/right-out only, with left turns from Route 147 fully restricted and left-out turns onto Route 147 restricted from 3–6 p.m. weekdays. A vote is expected at the May meeting if the engineer receives all required information in time.
  • Nuisance letter ordered for River Road property — A pre-nuisance letter will be sent to 1059 N. River Road, where an uninspected truck with debris and construction materials has remained unchanged since the prior year.
