Monthly Business Meeting

7:04 PM – 9:30 PM 9 present 16 motions

Executive session held 5:30 PM to 6:55 PM — Personnel matters

The Halifax Township Board of Supervisors held its monthly business meeting on August 11, 2008, with all five supervisors present: Norma Shearer (Chair), Linda Ruff, Carol Eppley, Gary Shultz, and Ken Hoover. The meeting followed a 90-minute executive session on personnel matters and ran until 9:30 PM. The evening's most heated discussion centered on the county's relocation of voting precinct #1 from the Township building to the Middle School, which drew vocal opposition from residents and divided the Board.

  • Voting precinct relocation challenged (4-1): Multiple residents objected to the county's plan to move voting precinct #1 to the Middle School, citing parking, safety, and accessibility concerns. The Board voted to send a letter to the County Commissioners requesting the precinct remain at the Township building. Linda Ruff opposed, arguing the Board has no jurisdiction over county election decisions and that a resident petition is the proper channel. Township Secretary Carolyn Nye reported that Bureau of Elections director Steve Chiavetta told her office he did not initiate the change — it originated from board members.
  • Mountain Road safety study authorized (4-1): The Board authorized K&W Engineers to complete a study of Mountain Road between SR 147 and SR 225, examining whether vehicle restrictions are needed due to a dangerous S-curve. Ken Hoover voted no over cost concerns.
  • Lenker Estates added to Act 537 sewage plan (5-0): A study was authorized to incorporate Lenker Estates into the township's sewage planning document. Engineer Justin Kuhn explained the plan could be written to prioritize remaining capacity for existing residences before any expansion to the development.
  • Stormwater complaint at Peters Mountain Road: Resident Mike Bistline presented engineer documentation and photographs of stormwater flooding at 3652 Peters Mountain Road near Patton Tire Company. Roadmaster Dale Shoop was directed to investigate. Separately, Patton Tire faces a September board meeting deadline to address a tire nuisance on the property.
  • Manning electric bills paid ($176.20, 4-1): The Township voted to cover May and July electric bills from the Mannings' service, which had been used for park functions while the park lacks its own electrical service. Gary Shultz opposed.
  • Sycamore Allee sign approved ($1,166, 4-1): Dale Shoop was authorized to proceed with a new sign for Sycamore Allee at an estimated cost of $1,166. Ken Hoover opposed.
  • Oil and chip project postponed: Planned road work on Matamoras Road and Price Road was postponed to next year due to higher-than-expected paving costs this season. Eastern Industries, the awarded bidder, agreed in writing to the delay.
  • $200 donation to Halifax Volunteer Home Care (5-0): A donation request from SUN Home Health & Hospice was tabled pending more information.
