Monthly Business Meeting
Summary
The Halifax Township Board of Supervisors held its monthly business meeting on June 8, 2015, with all five supervisors present: Chairman Kenneth Bechtel, Brad Bruner, Randy Paul, Steve Schreffler, and Scott McBurney. The two-hour meeting covered a wide range of community business, including road improvements, nuisance enforcement, ongoing ordinance drafts, and encouraging progress on Fort Halifax park amenities.
- Lehman Road added to paving project: The board voted to add Lehman Road to the existing Meckley's Limestone paving contract, pending review of the bill before payment.
- Nuisance letter ordered for Masser & Smeltz: The board unanimously directed the Secretary/Treasurer to send a formal pre-nuisance letter in response to a complaint filed with the township — the first step in enforcement.
- Funk sewage issue escalated to DEP: The property owners have refused to allow the township's sewage enforcement officer access, so the matter has been referred to the state Department of Environmental Protection for enforcement.
- Jorich Development memorandum approved: The board unanimously authorized execution and recording of a unilateral memorandum for Jorich Development.
- 25 mph speed limit signs approved for Lenker Estates and Triangle Manor: New signage will be erected in both residential areas following a unanimous vote.
- Sheetz Highway Occupancy Permit tabled: The permit request for SR 225 and SR 147 was postponed at Sheetz's own request. Resident Mike Lebo raised questions about the planned right-in/right-out access on Oak Avenue; Chairman Kenneth Bechtel explained the restriction was driven by safety concerns given the proximity of Sheetz's access point to Oak Avenue.
- Ordinance work progressing: A committee of Brad Bruner and Steve Schreffler was formed to draft a Key Lock Box Ordinance based on Halifax Fire Department recommendations. The Burning Ordinance is targeted for adoption at the July meeting, and a redrafted Sewer Ordinance was discussed but tabled for further review.
- Fort Halifax park updates: Frank Wilmarth of Friends of Fort Halifax reported that work has begun on the Armstrong Creek Trail, with the board approving use of a Bobcat and brush clearing on the north end of the property. Christopher Hogan announced the completion of his Eagle Scout project — a gazebo at Fort Halifax.

Secretary/Treasurer Report
Supervisors approved paid interim bills (motion by McBurney, second by Paul, 5-0) and current unpaid bills with the addition of Lehman Road to the Meckley's Limestone paving project, pending review of the Meckley's bill (motion by Paul, second by Schreffler, 5-0). Minutes from the May 11, 2015 meeting were approved (motion by Paul, second by Bruner, 5-0), and the financial report was reviewed with no comments and placed on file for audit.
Solicitor Report
The board voted 5-0 to send a pre-nuisance letter to Masser & Smeltz regarding a complaint filed with the township (motion by McBurney, second by Bruner). The board approved the unilateral Memorandum for the Jorich Development and authorized its execution and recordation (motion by Bruner, second by McBurney, 5-0). Regarding the Funk sewage issue, the SEO confirmed the Funks received notification but are refusing Light-Heigel access to their property; the next step is SEO notification to DEP, which will handle enforcement.
Roadmaster Report
The nuisance complaint at 1059 N. River Road has been abated. Glen Noblit requested an address for an empty lot he claims to have building access to; the board asked the roadmaster to investigate before proceeding. Dauphin County offered to designate Halifax Township as an electronics drop-off site, with Roadmaster Stazewski suggesting one day per month; this was tabled for the next meeting. The township received complaints about A to Z Construction disturbing more than one acre on South River Road, and Dauphin County will investigate. Stazewski raised concerns about the permit and shed process regarding setback requirements, and Solicitor Warshawsky suggested the Planning Commission revamp the SALDO and create a building permit ordinance.
Administrative
The township office will be closed July 6-10, 2015 while Secretary/Treasurer Wendy Wentzel is on vacation, with the roadmaster handling emergencies. The Masser appeal to the COG Appeals Board was approved. Light-Heigel has a new SEO contact, Pat Stockard, who will serve as the township's contact person.
Old Business
Bryan Chandler, 3rd Assistant Chief of Halifax Fire Department, provided recommendations for converting the Key Lock Box resolution into an ordinance; a committee of Supervisors Bruner and Schreffler was formed to prepare a draft for the July meeting. Solicitor Warshawsky updated the Burning Ordinance with additional changes discussed, targeting adoption at the next meeting. The board discussed the HARA agreement wording that locks the township into set payments rather than allowing annual discretion; Mayor Jeff Enders will arrange a meeting with representatives from Halifax Borough, Reed Township, and Halifax Township to revise the agreement. A redrafted Sewer Ordinance prepared by the solicitor, HAWASA counsel, and HAWASA chairman was discussed, including repealing the 1998 ordinance, and was tabled for further discussion next month. The board voted 5-0 to erect 25 mph speed limit signs in Lenker Estates and Triangle Manor (motion by Schreffler, second by Bruner).
New Business
The Sheetz Highway Occupancy Permit for SR 225 and SR 147 was tabled at Sheetz's request; resident Mike Lebo asked about the right-in/right-out restriction on Oak Avenue, which Chairman Bechtel explained was due to safety concerns from the proximity of Sheetz's access to Oak Avenue. The board voted 5-0 to allow Upper Dauphin Relay for Life access to Camp Hebron Road, provided it is posted and manned during the relay (motion by McBurney, second by Schreffler). David Strohecker requested the township repair a driveway pipe on his Lehman Road property, but the prior roadmaster did not recall the township installing it, and the pipe is approximately 100 feet back on private property; the board took no action and closed the matter.
