Monthly Business Meeting
Summary
The Halifax Township Board of Supervisors held its monthly business meeting on December 14, 2015, with all five supervisors present: Chairman Kenneth Bechtel, Brad Bruner, Randy Paul, Steve Schreffler, and Scott McBurney. The two-hour meeting focused heavily on year-end business, including adoption of the 2016 budget and tax resolution, advertising multiple ordinances for January adoption, and authorizing an enforcement action against a property owner over unresolved stormwater violations.
- 2016 budget and tax resolution adopted (5-0): The board unanimously approved the proposed 2016 budget and the 2016 Tax Resolution setting township tax rates for the coming year.
- Two ordinances advertised for January adoption: The board authorized advertisement of a Sewer Ordinance and ordinances establishing a PSATS 457 Plan and Short Term Disability program, both targeted for adoption at the January meeting.
- Flight Source land development approved (5-0): On the Planning Commission's recommendation, the board approved development plans for Flight Source, granting waivers for preliminary plan requirements and for curbs and sidewalks, conditioned on the township engineer's sign-off on outstanding review comments.
- Enforcement action authorized against Kyle Lehman (5-0): With no remediation of a stormwater management violation and no payment of fees owed, the board authorized legal action under the SALDO against Kyle Lehman.
- Ibberson Estate access discussed: Representatives of the Estate of Joseph E. Ibberson, DCNR, the Conservation Fund, and the Borough of Halifax presented plans to secure access to the 450-acre Alpha Tree Farm — bequeathed to the Commonwealth in 2011 — via Camp Hebron Road. The access requires purchasing two parcels and eventual subdivision approval. The board agreed to work cooperatively, with Roadmaster Corey Stazewski coordinating on the access point, while raising concerns about sight distance and stormwater runoff.
- Abandoned vehicles and snowplow staffing: The board voted to send letters to Pawnee Lane residents directing removal of abandoned vehicles, and authorized advertising for CDL-licensed snowplow drivers after losing a driver.
- Tobias Road bridges under review: A logging company notified the township it needs to cross two unposted bridges near Tobias Road; Engineer Steve Roe will report back with costs for posting weight restrictions.
- Middle Road hazard unresolved: Resident Chad Lebo pressed for an update on a utility pole and tree hazards on Middle Road. Chairman Bechtel acknowledged the township is still exploring how to fund a remedy.
