Monthly Business Meeting

7:00 PM – 8:38 PM 8 present 15 motions

Halifax Township's Board of Supervisors held its monthly business meeting on November 9, 2009, with all five supervisors present: Chairman Norma Shearer, Linda Stopfel, Carol Eppley, Gary Shultz, and Ken Hoover. The meeting ran from 7:00 to 8:38 PM and covered a wide range of business, highlighted by the hiring of a new township secretary and repeated public concern over a dangerous intersection on Route 225.

  • New secretary hired: The board unanimously authorized a job offer to Shanemarie Ferguson for the township Secretary position at a $25,000 compensation package (salary plus benefits), contingent on a satisfactory background check. A $95 training webinar was also approved. Three executive sessions on personnel matters had been held in the preceding weeks.

  • Traffic safety at Route 225 and Parmer Drive: Residents Jim Eppley and Flo Mallonee both urged the township to pursue a southbound turning arrow at the Route 225/Parmer Drive intersection, calling it increasingly dangerous now that a turn lane has been added. Chairman Shearer directed Roadmaster Dale Shoop to research the cost of installing one. Shoop also reported the existing signal is malfunctioning due to contractor damage, with repairs to be invoiced to the responsible party.

  • Police coverage mandate warning: Fred Ford alerted the board to pending House Bill #1500, which would require 24/7 police coverage statewide. For a township without local police, state police coverage would cost $52 per resident in year one, rising to $156 by year three — a projected total exceeding $1 million over three years. A regional police feasibility study is underway but Ford expressed doubt about affordability.

  • Fire Relief Funds distributed: The full $21,221.86 in Fire Relief Funds was directed to the Halifax Fire Department. A service agreement with the department was also approved, running June 2009 through May 2010 with automatic annual renewals.

  • 2010 budget advertised: The proposed 2010 budget was authorized for public advertisement, available for review at the Administrative Office through December 14.

  • FEMA flood plain review: FEMA reported no changes to the township's flood plain areas. The board authorized K&W Engineering to prepare readable versions of the maps for public review by November 13, advertise the comment period, and respond to FEMA on the township's behalf. A suggestion to post the maps on the township website was tabled due to time and cost concerns.

  • Billboard and wind energy ordinances advancing: The Planning Commission was authorized to investigate creating a billboard ordinance. Separately, the solicitor and engineer were authorized to provide a cost estimate to complete a Wind Energy Facilities Ordinance based on scopes of work prepared by the Planning Commission.

  • Cul-de-sac parking and Harn nuisance: Resident Todd Etzweiler reported being unable to navigate the Pawnee Lane cul-de-sac due to parked vehicles and asked for no-parking signs. On the ongoing Harn property nuisance, Roadmaster Shoop reported he has been unable to find anyone willing to remove the vehicles or to contact the property owner.

Jim Eppley — Asked whether the HOP for the Route 147/225/Parmer Drive intersection included an advanced turning arrow for southbound Route 225 traffic. Roadmaster Shoop responded that PennDOT did not include one as it was not warranted at the time. Chairman Shearer directed Shoop to research the cost of installing an advanced turning signal.
Flo Mallonee — Expressed concern about the absence of a southbound turning arrow at the Route 225 and Parmer Drive intersection, noting the danger is greater now that a turn lane exists. Urged the Township to take whatever action necessary to have a southbound turning signal installed.
Fred Ford — Reported on pending House Bill #1500 mandating 24/7 police coverage for all boroughs and townships, with state police coverage costing $52 per citizen in year one, $104 in year two, and $156 in year three — over one million dollars total for three years. Noted a regional police force feasibility study is underway but expressed concern about prohibitive costs. Warned that failure to provide coverage could result in reduced state funding.
Todd Etzweiler — Reported being unable to turn around at the Pawnee Lane cul-de-sac while pulling a trailer due to vehicles parked there. Asked the Township to post signs to prevent use of cul-de-sacs as parking lots. Chairman Shearer asked Roadmaster Shoop to research and provide a cost estimate.
