Monthly Business

7:07 PM – 10:29 PM 9 present 19 motions

The Halifax Township Board of Supervisors held its monthly business meeting on August 8, 2016, running from 7:07 to 10:29 PM. All five supervisors were present: Chairman Kenneth Bechtel, Brad Bruner, Randy Paul, Steve Schreffler, and Scott McBurney. The lengthy meeting was dominated by land development approvals, multiple nuisance enforcement actions, and resident concerns about the Hill Drive paving project. All motions passed unanimously.

  • Flight Source final land development plan approved with three waivers granted (preliminary plan, curbs, and sidewalks), conditioned on a written commitment that Flight Source will install and maintain curbs and sidewalks at its own expense if ever required in the future. Final approval was contingent on satisfying all remaining engineering comments from Township Engineer Steve Roe's July 28 memo before any documents are signed.

  • Hill Drive paving halted over resident concerns and Comcast conflict. Resident Linda Manning questioned why only 24 feet of the 49-foot-wide street was paved. Chairman Bechtel said the current board was not responsible for the original road design decision. During the meeting, it was discovered Comcast plans to dig on Hill Drive, and paving was ordered to cease until the situation is resolved.

  • Armstrong Valley Winery financial security reduced from $6,939 to $750 based on Township Engineer Roe's recommendation, reflecting completed development obligations.

  • Multiple nuisance enforcement actions advanced: The Kline property was granted a compliance extension to the next meeting with a $170 fine held in abeyance pending satisfactory cleanup. The Stirpe property was given 10 days to treat or drain a nuisance pool. Nuisance Officer Corey Stazewski was directed to hand-deliver an unregistered vehicles notice to Mr. Brothers after he refused certified mail. A pre-nuisance letter was authorized for a Lenker Estates parcel once the owners are identified.

  • Snody complaint referred for clarification. Neighbor Chad Lebo appeared to dispute a complaint, reporting that Mike Snody had added an unpermitted barn addition and maintained a 30-foot dirt pile with no silt fence. The board directed Solicitor Bruce Warshawsky to write the Conservation District to resolve conflicting reports. Separately, Snody informed the township of his intent to pursue legal action over the handling of his complaint.

  • Stormwater management waiver granted to Donald Hoffman for his 65-acre property, and a stormwater plan for a single-family dwelling on South River Road (Reed Plan) was approved with conditions requiring financial security and a recorded operations and maintenance agreement.

  • Right-to-Know Policy updated by resolution, and the township approved participation in the 2017 Gypsy Moth Spraying Program with landowners responsible for their share by December 1, 2017.

  • PennDOT construction at Gurdy Run announced to begin August 15 for 180 days, reducing traffic to one lane with signal control.

Bonnie Freeman — Present to show the sign to be placed at Fort Halifax commemorating the planting of trees in memory of the late Richard Freeman.
Linda Manning — Resident of Hill Drive. Voiced concern about the paving of Hill Drive — only 24 feet paved despite the street being 49 feet wide. Asked about road markings and planned digging. Chairman Bechtel noted the current board was not in place when the original road decision was made. Paving to cease until Comcast digging situation is resolved.
Patricia Powley — Resident of Hill Drive. Asked about extent of snow plowing and whether grates could be blocked by snow. Chairman Bechtel stated the township will plow as much as possible and that snow will not block the grates.

OLD BUSINESS

Snody Complaint – Conservation District Letter

Chad Lebo attended to follow up on the complaint by his neighbor Mike Snody. The Conservation District found no issues on Lebo's property. Lebo reported that Snody added a barn addition without a permit and has a 30-foot dirt pile with no silt fence, and that water comes from the road, not Lebo's property. Supervisor Bruner moved to have Solicitor Warshawsky send a letter to the Conservation District to clarify conflicting reports. Motion carried 5-0.
