SECRETARY/TREASURER REPORT
Supervisor McBurney moved to approve paid interim bills through August 8, 2016 (5-0), Supervisor Schreffler moved to pay current unpaid bills (5-0), and Supervisor Paul moved to approve both the July 11, 2016 regular meeting minutes and the August 1, 2016 special meeting minutes (both 5-0). The financial report was placed on file for audit.
PLANNING COMMISSION RECOMMENDATION
Chairperson Flo Mallonee reported three waiver requests from Flight Source. The Board approved waivers 404, 606, and 607 (preliminary plan, curbs, and sidewalks) with the condition that Flight Source will install and maintain curbs and sidewalks at their expense if ever required (5-0). A second motion approved the Cross Easement Agreement, buffer excusal for Lot K, and waiver of street trees per Engineer Roe's July 28 memo (5-0). A third motion approved the final plan contingent on meeting Engineer Roe's remaining comments (5-0).
Donald Hoffman requested a waiver from the Stormwater Management requirement on his 65-acre property. Supervisor Paul moved to waive the requirement, seconded by Supervisor Bruner. Motion carried 5-0.
A Stormwater Management Plan was submitted for a single-family dwelling on South River Road. Engineer Roe reviewed it with two comments: provide a construction estimate and enter into a financial security agreement, and provide an executed O&M Agreement to be recorded. ENGINEER REPORT
Engineer Roe provided his August 8, 2016 report for July services. Supervisor Paul moved to reduce the financial security for Armstrong Valley Winery from $6,939.00 to $750.00 per Engineer Roe's memo. Motion carried 5-0.
SOLICITOR REPORT
Solicitor Warshawsky reported a follow-up letter was sent to the Klines on July 22 acknowledging their request for an August 31 deadline. As of August 8, a $170 administrative fine had accrued, but the Klines attended the meeting to request the fine be held in abeyance. Nuisance Officer Stazewski reported cleanup was still in progress. The Board voted 5-0 to extend compliance until the next meeting and withhold the fine pending satisfactory cleanup.
Mr. Brothers did not sign for the registered mail regarding unregistered vehicles. Supervisor Bruner moved to have Nuisance Officer Stazewski hand-deliver the letter. Motion carried 5-0.
Roadmaster Stazewski received a call from the Stirpes stating they would either treat the pool or drain it. Supervisor Schreffler moved to give them an additional 10 days (until August 18) to comply, with another nuisance letter to be sent if not in compliance. Motion carried 5-0.
Supervisor McBurney moved to send a pre-nuisance letter to the owners of the Lenker Estates parcel once the owners are identified. Motion carried 5-0.
ROADMASTER REPORT
Roadmaster Stazewski submitted his July report. Mike Snody contacted Stazewski to inform the Board of his intention to pursue legal action against the Township for alleged mishandling of his complaint. No action was taken. Chairman Bechtel also noted the PennDOT construction project at Gurdy Run beginning August 15 for 180 days, reducing traffic to one lane with traffic lights.
ADMINISTRATIVE
Secretary/Treasurer Wendy Wentzel informed the Board of pending reimbursements including January snow storm relief and UDITO monies. After discussion, the Board decided to keep the funds in the General Fund to be earmarked at a later date.
OLD BUSINESS
Chad Lebo attended to follow up on the complaint by his neighbor Mike Snody. The Conservation District found no issues on Lebo's property. Lebo reported that Snody added a barn addition without a permit and has a 30-foot dirt pile with no silt fence, and that water comes from the road, not Lebo's property. Supervisor Bruner moved to have Solicitor Warshawsky send a letter to the Conservation District to clarify conflicting reports. Motion carried 5-0.
Kyle Lehman addressed the Solicitor's letter, stating he did not add more than 1,000 square feet of impervious coverage; he will send the Township the stone invoice so Engineer Roe can verify stormwater capacity. Solicitor Warshawsky reported the Pilot Agreement parcel discrepancy should be resolved by next meeting. A letter will be sent to the Rodes to verify volume control calculations or prove 100% infiltration.
NEW BUSINESS
Supervisor Bruner moved to approve participation in the 2017 Gypsy Moth Spraying Program with landowners paying their share by December 1, 2017. Motion carried 5-0.
Supervisor Bruner moved to waive the reading of the Resolution (5-0). Supervisor Schreffler then moved to adopt the amended Right-to-Know Policy. Motion carried 5-0.
