Monthly Business Meeting

7:07 pm – 10:09 pm 9 present 28 motions

The Halifax Township Board of Supervisors held their monthly business meeting on August 14, 2017, running nearly three hours from 7:07 to 10:09 p.m. All five supervisors were present — Chairman Kenneth Bechtel, Randy Paul, Steve Schreffler, Scott McBurney, and Brad Bruner (who arrived at 7:20 p.m.) — along with Engineer Tom Wilson, Solicitor Bruce Warshawsky, Roadmaster Corey Stazewski, and Secretary Wendy Wentzel. The meeting featured a significant emergency infrastructure expenditure on Matamoras Road and conditional approvals for three land development projects.

  • Matamoras Road culvert emergency repair — $88,994.76 approved: DEP authorized and permitted the emergency repair. The board awarded the contract to Handwerk for reinforced concrete pipe installation, funding $70,000 from the general fund with the remainder from Liquid Fuels.

  • Three land development plans conditionally approved: Mid Penn Bank (with street tree waivers), Members 1st Credit Union (with stormwater conditions and an indemnification requirement for basin A), and Lake Tobias (with a well restricted to agricultural use under SALDO Section 604.2) all received conditional approval, each passing unanimously.

  • Lenker II Estates road dedication accepted: The board approved a resolution formally accepting the deed of dedication for road purposes from Lenker II Estates.

  • 1005 N. River Road — unpermitted shed in the flood plain: Property owners Mr. and Mrs. Herb appeared to discuss a shed built without a permit in the flood plain. After lengthy discussion, they were directed to obtain a property survey and explore a DEP Chapter 105 permit. The matter will return next month.

  • Fort Halifax artifacts — Dane Snyder proposed as Artifact Supervisor: Snyder appeared supporting the transfer of all Fort Halifax artifacts to the State for curation and requested appointment as Artifact Supervisor. The board asked him to prepare a written proposal for the solicitor so a resolution can be drafted at the next meeting.

  • 2018 Gypsy Moth Spraying Program — opted in: The township will participate in the program at an estimated $50–$60 per acre, with costs collected directly from affected landowners.

  • West Nile Virus detected near Sewage Treatment Plant: Chairman Kenneth Bechtel announced two separate positive West Nile Virus test results from mosquitoes found near the plant and urged residents to take precautions.

  • Per capita tax exemption for active military discussed: The board discussed exempting active military personnel from per capita taxes but took no formal action. Chairman Kenneth Bechtel suggested Scott McBurney bring the matter to the Halifax Area School Board.
