2017 Paving and Tar & Chip Bid Award

Bids were opened for 2017 paving (Camp Hebron Road, Hershey Road, Bunker Hill Road) and tar & chip (Pawnee Lane, McClellan Road, remainder of Hershey Road, Ridge Road). For paving, New Enterprise Stone & Lime Co. submitted the low bid of $137,030 over Meckley's Limestone ($142,130) and Shiloh Paving ($158,245). For tar & chip, Martin Paving submitted the low bid of $50,545.32 over Hammaker East ($57,006). Supervisor Bruner motioned, seconded by Supervisor McBurney, to award both contracts to the low bidders; motion carried 5-0.

EMC REPORT

EMC Report – Fireworks and Radio Grant

EMC Neiter announced fireworks will be held July 15, 2017 at Fort Halifax, gates opening at 6:00 pm with fireworks at 9:00 pm. He also reported that the Fire Department wishes to apply for a $2,500 grant to acquire a radio for the Roadmaster for communication between the Township and Fire Department. Supervisor Bruner motioned, seconded by Supervisor Schreffler, to grant permission to apply; motion carried 5-0.

Solicitor Report – Legal Matters

Solicitor Warshawsky presented his July 5, 2017 report covering several matters: the Tobias agreement has been executed with deeds to be re-recorded as a prerequisite for the road adoption resolution; the Konchar confirmatory deeds appear proper and will correct the maps; UDITO payment is expected in early 2018; A to Z Construction's counsel stated they need 8-10 months for plan approval and vehicle relocation, with no Board action taken; a letter was sent regarding 1005 N. River Road; and Lenker Estate II and 631 Matamoras Road were placed on next month's agenda.

Secretary Wendy Wentzel presented a bank analysis; Supervisor Paul motioned, seconded by Supervisor Schreffler, to move the Township's funds to Mid Penn Bank (5-0). Supervisor Bruner motioned, seconded by Supervisor McBurney, to authorize the Secretary/Treasurer's signature for camping permit approvals (5-0). The Patriot Energy electric contract will not be renewed; the Township is investigating whether Co-Stars has a contract municipalities may participate in.

Fort Halifax Artifacts, Pawnee Lane (after a request for additional time), Kieffer Road, and Quail Commons were all tabled until next month. Uplift Community Church of God will reach out to Halifax Borough regarding liability coverage for their August event at Halifax Borough Park.

New Business – Railroad Crossing, Mortorf Subdivision, Camp Hebron, Stormwater

Supervisor Paul motioned, seconded by Supervisor McBurney, to have Solicitor Warshawsky and Roadmaster Stazewski proceed with a Railroad Crossing Application at a nonrefundable fee of $500 (5-0). Supervisor Bruner motioned, seconded by Supervisor Paul, to approve Mortorf Subdivision waiver requests 1-5 and grant final plan approval (5-0). Supervisor Schreffler motioned, seconded by Supervisor Bruner, to allow Camp Hebron to be co-applicant on a gaming monies grant application (5-0). Supervisors Paul and Schreffler will work with Solicitor Warshawsky, Engineer Wilson, and Roadmaster Stazewski on stormwater management application requirements for building permits.
