Reorganization

District Justice Greg Johnson administered the Oath of Office to Melinda Warfel (Tax Collector), Brad Bruner (Supervisor), and Randy Paul (Supervisor). Temporary Chairman Bechtel called the meeting to order at 7:03 pm, followed by the Pledge of Allegiance.

Supervisor Ken Bechtel was nominated by Supervisor McBurney and elected Chairman of the Board of Supervisors by a 5-0 vote. There were no other nominations.

Supervisor Brad Bruner was nominated by Supervisor McBurney and elected Vice Chairman of the Board of Supervisors by a 5-0 vote. There were no other nominations.

Wendy M. Wentzel was reappointed Secretary-Treasurer for 2018 at an annual salary of $31,226, with hours of 9:00 am–3:00 pm Monday through Friday plus a half-hour floater each day. Both the appointment and compensation package were approved 5-0.

Bonding for the Secretary-Treasurer position was approved in the amount of $1,000,000 by a 5-0 vote.

Wendy M. Wentzel was appointed to serve as the Township's Open Records Officer for 2018 by a 5-0 vote.

Kylie Schadel was nominated and approved as Deputy Tax Collector for Halifax Township by a 5-0 vote.

Corey Stazewski was reappointed as Township Roadmaster for 2018 with an annual salary of $48,906, plus a township vehicle, gas card, credit card, paid holidays, 5 extra days of paid leave for serving as Building Permit Officer, and a $25/month cell phone stipend. Both motions carried 5-0.

Levi Swigart was reappointed as Assistant Roadmaster for 2018 at a wage of $16.11 per hour, with paid leave per the Employee Policy Manual, a township vehicle, gas card, and paid holidays. Both motions carried 5-0.

Raymond Maus was approved at $15.00/hour as a part-time employee (5-0). Jay Bechtel was approved at $14.50/hour as permanent part-time and $16.00/hour as a CDL snow plower (4-0-1, Chairman Bechtel abstained). General rates were set at $16.00/hour for CDL plow operators, $12.00/hour for non-CDL plow operators and CDL drivers, and $11.00/hour for laborers (5-0).

Pay periods were approved 5-0: bi-weekly for employees with payday on the Wednesday following the end of the pay period, and monthly for supervisors with payday on the last payday of the month.

Eight paid holidays were approved 5-0: New Year's Day, Memorial Day, Independence Day, Labor Day, Veteran's Day (floating), Thanksgiving Day, Christmas Day, and a Floater Day.

Bruce Warshawsky was reappointed as Solicitor for 2018 with a fee schedule of $750/month retainer and $175.00 and $100 thereafter. Motion carried 5-0.

Kurowski & Wilson (K & W Engineers) was reappointed as the Township Engineer firm for 2018 with the same fee schedule as 2017. No other applicants were received. Motion carried 5-0.

Light-Heigel and Associates was reappointed as the UCC for the Township for 2018 with the 2018 fee schedule. Motion carried 5-0.

Brian McFeaters was appointed as the Township's primary Sewage Enforcement Officer for 2018 with his 2018 fee schedule. No alternate SEO was appointed at this time. Motion carried 5-0.

Ernest Schreffler, Charnell Etzweiler, and Gwen Corsnitz were appointed as Auditors for 2018 (4-0-1, Supervisor Schreffler abstained). A second motion approved auditors to attend the Halifax Township Fire Department audit at $10.00/hour (4-0-1, Supervisor Schreffler abstained).

Gary Shultz was appointed to serve as Vacancy Board Chairman for 2018 by a 5-0 vote.

Mid Penn Bank was retained as the Township depository for 2018, holding the General Fund, Liquid Fuels Fund, Money Market Account, Plan Escrow Account (non-interest bearing), and Credit Card Account. Motion carried 5-0.

Supervisor Schreffler was appointed as the voting delegate to the 2018 PSATS Annual Convention by a 5-0 vote.

Planning Commission members listed with their term expirations: Fred Ford (12/31/2019), Randy Paul (12/31/2020), Flo Mallonee (12/31/2020), Dwight Hoffman (12/31/2019), and Chad Lebo (12/31/2018). HAWASA representatives: Fred Ford (12/31/2021), Jon Miller (12/31/2018), and Ken Hoover (12/31/2019).

Robert P. Wentzel was appointed as representative on the Dauphin County EIT Committee for 2018 (5-0). Chairman Bechtel was appointed as delegate for UDCOG for 2018 (5-0).

Tim Neiter was reappointed as Township EMC for 2018 with a $600 annual stipend paid quarterly plus $15/month for his data package (both 5-0). Supervisor Bruner was reappointed as Deputy EMC along with Jeff Tracey and Bob Stout for 2018 (5-0).

Committee appointments for 2018: Supervisors McBurney and Paul to the Exploratory Committee; Supervisors McBurney and Schreffler to the Economic Task Force; Supervisors Bruner and Schreffler to the Fireworks Committee; Scott McBurney and Brad Bruner to the HR Committee. The Webmaster appointment was tabled until the January 8, 2018 meeting. All motions carried 5-0.

The federal mileage reimbursement rate of $0.545 per mile was approved for 2018 by a 5-0 vote.

Inter-municipal equipment rates for 2018 were adopted 5-0, ranging from $25/day for a trailer to $110/hour for a boom mower and tractor. Rates included $55/hour for pickup trucks, $65–$80/hour for dump trucks, $80/hour for pay loaders and backhoes, $70/hour for graders, and $90/hour for sweepers and road mowers.

The published meeting dates for the Board of Supervisors and Planning Commission for 2018 were approved 5-0. Meetings are to occur on the 2nd Monday of each month at 7:00 pm at the Township Municipal Building, except for the reorganization meeting held this evening.

The Board voted 5-0 to dispense with the reading of the Resolution in Opposition to House Bill 1620, then adopted the resolution by a 5-0 vote.

Upcoming meetings announced: Auditors' Reorganization Meeting on January 3 at 6:30 pm; Planning Commission Reorganization/Regular Meeting on January 3 at 7 pm; Board of Supervisors Regular Business Meeting on January 8 at 7 pm; COG Monthly Meeting on January 18 at 7:00 pm at the Halifax Township Building.
