Norma Shearer — Representing Friends of Fort Halifax, thanked the Township and the Roadmaster for work on the electrical project at Fort Halifax Park.
Steve Auman — Asked why the A to Z Construction Land Development Plan was extended until August. After being informed the Highway Occupancy Permit was the holdup, stated he had spoken with PennDOT and no HOP had been submitted. Solicitor to follow up with counsel.
Todd Etzweiler — Stated that trees on Camp Hebron Road and Konick Road need trimmed and requested everything in the Township right-of-way be cut down. Taken under advisement, noting Konick Road is being paved this year.
Frank Wilmarth — Reported that trenching was done and things were progressing on the electrical project at Fort Halifax Park.
Emily Hoffman — Gave an update on behalf of the Halifax Area Recreation Authority. Informed the Board the Recreation Authority is looking at updating their website and announced the Halifax Pool is holding a gun raffle with 700 tickets available.

Tar and Chipping Bid Postponement and Paving Bid Awards

The Board voted 4-0 to postpone tar and chipping projects for 2018 and re-advertise bids in 2019. Paving bids were received from New Enterprise and Meckley's Limestone for Konick Road and Kieffer Road. The Board awarded Konick Road paving to New Enterprise at $65,610.00 and Kieffer Road paving to Meckley's Limestone at $199,140.00, approved 4-0.

Meeting Rescheduling, Lisi Halifax Shell Station Review, and Boeckelman Waivers

Chairperson Mallonee reported that the Lisi Halifax Shell Station Land Development Plan was accepted for review. The Board voted 4-0 to cancel the July 2, 2018 Planning Commission meeting and reschedule it to July 9, 2018 at 6:00 pm. The Board also voted 4-0 to approve rear yard setback waivers on the east and north sides of the Boeckelman property to replace a one-bay garage with a three-bay garage, and to approve the stormwater management application exemption.

Nuisance Closures and Pending Legal Matters

Solicitor Warshawsky presented his June 5, 2018 report. The Board voted 4-0 to close the 207 Tourist Park nuisance on a temporary basis. The 1059 North River Road nuisance was closed after the owner mowed the lot. The Solicitor is awaiting signatures on the Tobias/Kieffer Road deed from Terry Kerwin, and the Engineer and Solicitor will research flag lot regulations in other municipalities regarding private roads.

The Board voted 4-0 to appoint Jake Gruver to the Halifax Township Planning Commission. The Board also voted 4-0 to advertise the vacancy on the Halifax Area Water and Sewer Authority Board. Chairman Bechtel announced thank you letters received from Halifax Ambulance and Halifax Swim Club for Township donations.

The Board voted 4-0 to advertise the adoption of the Act 172 Ordinance with a hearing date of August 13, 2018 at 6:30 pm. The Board also voted 4-0 to obtain additional insurance to indemnify Norfolk Southern and Mr. Konchar for the Fort Halifax railroad crossing. Solicitor Warshawsky noted that if no improvement is made on the Kinsinger Road nuisance by June 20, 2018, he will file documents with DJ Johnson.
