Monthly Business Meeting

Executive session held 6:00 p.m. - 6:45 p.m. — Personnel

The Halifax Township Board of Supervisors held their monthly business meeting on November 12, 2018, called to order at 7:10 p.m. by Chairman Kenneth Bechtel. All five supervisors were present: Kenneth Bechtel, Brad Bruner, Randy Paul, Steve Schreffler, and Scott McBurney. The meeting followed a series of executive sessions on personnel matters held over the preceding weeks, and was highlighted by the appointment of a new Roadmaster and several land use and infrastructure decisions. All motions passed unanimously.

  • New Roadmaster appointed: Timothy Belk was hired to replace Corey Stazewski starting November 19, 2018, at $49,650 annually with 12 days paid leave, use of a township truck, a township credit card, and a $25/month phone stipend.
  • Wendy Wentzel appointed Permit Officer: The secretary was given additional duties as Permit Officer, compensated with 6.5 hours of PTO through year-end. Two residents — Flo Mallonee and Melinda Warfel — spoke against raising permit fees during public comment. After discussion, the board took no action on driveway or building permit fee changes.
  • Nightwine Subdivision approved with waivers: The board granted five waivers — covering preliminary plan procedure, wetlands delineation, plan scale, and pavement widening along Konick Road — and accepted the subdivision plans as submitted.
  • Norfolk Southern agreement approved: The board authorized a formal agreement between Halifax Township and Norfolk Southern railroad.
  • Camp Hebron traffic study cost-sharing: The township will split the cost of a traffic study with Camp Hebron; Camp Hebron will purchase signage and posts, with the township handling installation.
  • PennDOT Green Light Go grant resolution passed: The board authorized participation in PennDOT's signal improvement grant program, with Wendy Wentzel authorized to execute all related documents.
  • Lake Tobias letter of credit released: A $70,392.95 irrevocable letter of credit was released to BB&T for the Lake Tobias project, per the township engineer's recommendation.
  • 2018 financial audit and 2019 budget moving forward: The board voted to advertise for a CPA firm to audit 2018 financial records in place of the elected township auditors, and to advertise the notice to adopt the 2019 budget.
