Supervisor Paul motioned, seconded by Supervisor Schreffler, to approve the paid interim bills through November 12, 2018. Motion carried 5-0.
Supervisor Schreffler motioned, seconded by Supervisor McBurney, to pay the unpaid bills as of November 12, 2018. Motion carried 5-0.
Two sets of minutes were approved. Supervisor Paul motioned, seconded by Supervisor Bruner, to approve the October 8, 2018 meeting minutes (carried 5-0). Supervisor Schreffler motioned, seconded by Supervisor Bruner, to approve the Budget Workshop Meeting Minutes of October 15 and October 22, 2018 (carried 5-0).
EMC Report
EMC Tim Neiter reported that he is now a certified amateur radio technician. The radio was provided by Dauphin County and is kept at the Halifax Fire Department.
Planning Commission Report
Supervisor Schreffler motioned, seconded by Supervisor Paul, to accept the Farhat LDP extension request to February 11, 2019. Motion carried 5-0.
The Planning Commission recommended conditional approval with waivers for Section 404 (Preliminary Plan Procedure), Section 405.1.a.xvii (Wetlands Delineation), Section 407.0.0 (Plan Scale for Lot 1), and Section 502.3.b(3) (Pavement Widening along Konick Road frontage), conditioned upon plan notes. Supervisor Paul motioned to approve the five waivers (carried 5-0), and Supervisor Schreffler motioned to accept the plans as submitted (carried 5-0).
Solicitor Report
Supervisor Bruner motioned, seconded by Supervisor McBurney, to accept the agreement between Halifax Township and Norfolk Southern. Motion carried 5-0.
Administrative
Supervisor Bruner motioned, seconded by Supervisor McBurney, to accept Brad Osenga's letter of resignation effective November 23, 2018. Motion carried 5-0.
Supervisor McBurney motioned, seconded by Supervisor Bruner, to appoint Timothy Belk as Roadmaster replacing Corey Stazewski, starting November 19, 2018. Compensation includes $49,650 annually, 12 days annual leave and paid holidays, use of a Township truck, a Township credit card, and a $25 monthly phone stipend. Motion carried 5-0.
Supervisor Schreffler motioned, seconded by Supervisor Bruner, to appoint Wendy Wentzel as Permit Officer with compensation of 6.5 hours of PTO through the end of the year. Motion carried 5-0.
Old Business
Supervisor Bruner motioned, seconded by Supervisor Paul, to advertise the notice to adopt the 2019 Budget. Motion carried 5-0.
Supervisor Bruner motioned, seconded by Supervisor Paul, to split the cost of the traffic study with Camp Hebron, with Camp Hebron paying for signage and posts and the Township installing them. Motion carried 5-0.
Two motions were approved. Supervisor Bruner motioned to waive the reading of the resolution (carried 5-0). Supervisor Schreffler then motioned to pass the resolution authorizing the Township's participation in the Green Light Go Grant Program and authorizing Wendy Wentzel to execute all related documents. Motion carried 5-0.
New Business
Supervisor Bruner motioned, seconded by Supervisor Paul, to release Irrevocable Letter of Credit No. 9600169480-90002 on file to BB&T per Engineer Wilson's memo dated October 15, 2018 in the amount of $70,392.95. Motion carried 5-0.
Supervisor Bruner motioned, seconded by Supervisor Paul, to advertise for a CPA firm to audit the 2018 financial records of Halifax Township in place of the elected or appointed Township Auditors. Motion carried 5-0.
