BID OPENING

EMC REPORT
EMC Neiter reported a statewide EOC Activation scheduled for March 26, 2020, and a countywide activation on April 17, 2020 for an all-wide weather event. He also noted that text notifications for emergency calls have been replaced by new software that sends notifications only to emergency personnel.
PLANNING COMMISSION REPORT
The Planning Commission reported on two items: the Lee and Sandra Sweigard Subdivision extension request, and the Harteis Subdivision, which had changes required after the Township Engineer's first review. Both items were referred to New Business for Board action.
ROADMASTER REPORT
Roadmaster Tim Belk provided an overview of January activities. He requested and received unanimous Board approval (5-0) to adopt and beautify the island at the intersection of State Route 225 and State Route 147 at the traffic light, with plans to lay stones and spray weeds.
FRIENDS OF FORT HALIFAX
The Friends of Fort Halifax submitted their report for the record. Member Frank Wilmarth advised that the 4-H Club cleaned the wood duck boxes and will wait to install kestrel boxes until bluebirds are established.
PAVING DISCUSSION
Chairman Bechtel discussed a paving estimate for the road leading to the railroad crossing, noting the sides will need to be dug out, base material placed and compacted before blacktop. The road will be 16 feet wide with 2-foot shoulders on each side. He opposed additional paving due to potential demolition of the barn and farmhouse on the site.
NUISANCE REPORT
The Brother nuisance property had all vehicles removed except those in the enclosure. North Country Unlimited submitted a floodplain permit to the Township Engineer. A complaint with photos was received about excess vehicles on Kinsinger Road at a residence and church property, but no action was taken based on the pictures presented.
ADMINISTRATIVE
Supervisor McBurney was designated as the point of contact for the Fort Halifax Archeology Representative. Secretary Wendy Wentzel announced that the auditing firm will conduct an audit of 2019 Township financials at the Township building from March 11-13, 2020.
OLD BUSINESS
The Nuisance Ordinance Revision was tabled until the March meeting and will include pre-nuisance revisions. The Kieffer Road Turnback had no action taken and was placed on the March meeting agenda.
NEW BUSINESS
Cleanup Days were set for May 8-9, 2020. The Sweigard Subdivision extension to March 9, 2020 was approved unanimously. For the Harteis Subdivision, the Board approved 10 requested waivers (3-2, with Supervisors Bruner and Schreffler voting no), but after extensive discussion, voted unanimously (5-0) to deny the submitted plans and refer them back to the Planning Commission to review all changes recommended by the Township Engineer.
