Planning Commission

The Halifax Township Planning Commission met on October 5, 2020, with members Flo Mallonee, Jake Gruver, Chad Lebo, and Dwight Hoffman present; Randy Paul was absent. Solicitor Bruce Warshawsky and Engineer Cathy Lee also attended. The meeting focused on a revised concept plan for a proposed townhouse development and a review of the township's stormwater ordinance provisions.

• Ricker Development concept plan: A second concept plan for a townhouse development by Ricker & Ricker was presented to address issues with the initial sketch, particularly the need for cul-de-sacs. The commission discussed minimum lot size, street width, and parking requirements. No formal action was taken, as the submission remains a concept plan only.

• Resident concerns over Ricker development: David Hause of Summer Drive raised concerns about the proposed townhouse project, including ingress/egress safety, student safety, demolition of an existing structure, well location, and potential asbestos and underground tanks. The commission noted that traffic studies fall under PennDOT jurisdiction and that no formal plans have been submitted to the township. Hause was advised to direct property-specific questions to the current landowner.

• Flight Source extension: Flight Source will request a timeline extension to January 11, 2021 at the October 12 Board of Supervisors meeting.

• Stormwater ordinance review (tabled): The commission discussed separating the stormwater management provisions from the Subdivision and Land Development Ordinance (SALDO). Bruce Warshawsky and Cathy Lee will review the stormwater section for accuracy. The matter was tabled until the next meeting.
