Supervisor McBurney nominated Ken Bechtel as Chairman for 2021, seconded by Supervisor Paul. Nominations were closed and Bechtel was elected unanimously 5-0.

Supervisor McBurney nominated Brad Bruner as Vice Chairman for 2021, seconded by Supervisor Schreffler. Nominations were closed and Bruner was elected unanimously 5-0.

Wendy Wentzel was reappointed as Secretary-Treasurer for 2021 at an annual salary of $37,101. Her duties include permit officer, attending supervisor and planning commission meetings, and meeting with auditors. She receives a $310/month health benefits stipend and mileage reimbursement at the federal rate. Both motions carried 5-0.

Bonding for the Secretary-Treasurer position was approved in the amount of $1,000,000. Motion by Supervisor McBurney, seconded by Supervisor Schreffler, carried 5-0.

Wendy Wentzel was reappointed as the Township's Open Records Officer for 2021. Motion carried 5-0.

Tim Belk was reappointed as Roadmaster for 2021 at an annual salary of $52,674. His compensation includes a township vehicle, gas card, credit card, cell phone, paid holidays, and a $310/month health benefits stipend. He also serves as Nuisance Officer. Both motions carried 5-0.

Ryan Malone was reappointed as fulltime roadcrew for 2021 at $16.94/hour. His compensation includes a township vehicle, gas card, paid holidays, a $25/month cell phone stipend, and a $310/month health benefits stipend. Both motions carried 5-0.

Raymond Maus was approved at $15.00/hour as a part-time employee (5-0). Jay Bechtel was approved at $16.00/hour as permanent part-time and $17.50/hour as a CDL snowplower (4-0-1, Chairman Bechtel abstained). General rates were set at $16.50/hour for CDL plow operators, $13.00/hour for non-CDL plow operators, $15.00/hour for CDL drivers, and $13.00/hour for laborers (5-0).

Pay periods were approved 5-0: employees on bi-weekly periods with payday on the Wednesday following the end of each pay period, and supervisors on monthly pay periods with payday on the last payday of the month.

Eleven paid holidays were approved 5-0: New Year's Day, Memorial Day, Independence Day, Labor Day, 3 hours Thanksgiving Eve, Thanksgiving Day, Day after Thanksgiving, 3 hours Christmas Eve, Christmas Day, and a Floater Day.

Bruce Warshawsky was reappointed as Solicitor for 2021 with compensation of $750/month retainer and hourly rates of $175 and $100 thereafter as outlined in the fee schedule. Motion carried 5-0.

Kurowski & Wilson (K&W Engineers) was reappointed as the Township Engineer firm for 2021 per their fee schedule. Motion carried 4-1, with Supervisor McBurney voting no.

Building Inspection Underwriters of PA was appointed as primary UCC inspector and Light-Heigel and Associates as alternate UCC inspector for 2021 with their fee schedules. Motion carried 5-0.

Brian McFeaters was appointed as the Township's primary SEO for 2021 with his fee schedule. No alternate SEO was designated. Motion carried 5-0.

Robert P. Wentzel, Charnell Etzweiler, and Gwen Corsnitz were appointed as Auditors for 2021. Motion carried 5-0.

Gary Shultz was appointed as Vacancy Board Chairman for 2021. Motion carried 5-0.

Mid Penn Bank was retained as the Township depository for 2021, holding the General Fund, Liquid Fuels Fund, Money Market Account, Plan Escrow Account (non-interest bearing), and Credit Card Account. Motion carried 5-0.

Supervisor Schreffler was appointed as the voting delegate to the 2021 PSATS Annual Convention. Motion carried 5-0.

Randy Paul and Flo Mallonee were reappointed to the Planning Commission with terms expiring 12/31/2024 (5-0). Robert P. Wentzel was reappointed as Dauphin County EIT Committee representative with Matt Ulmer as alternate. Chairman Bechtel was appointed as UDCOG delegate. Tim Neiter was reappointed as EMC with a $600 annual stipend and $15/month data package. Supervisor Bruner was reappointed as Deputy EMC along with Jeff Tracey and Bob Stout. Supervisors Bruner and Schreffler were reappointed to the Fireworks Committee. Supervisors McBurney and Bruner were reappointed to the HR Committee. Cloud 5 Solutions was appointed as webmaster at $390.61. All motions carried 5-0.

The federal mileage reimbursement rate of $0.56 per mile was approved for 2021. The bid threshold for 2021 was noted as $21,300. Motion carried 5-0.

Inter-municipal equipment rates were adopted for 2021, ranging from $35/hour for a zero-turn mower to $110/hour for a boom mower and tractor. Rates also include $25/day for a trailer and $85 for weed spraying. Motion carried 5-0.

Meeting dates for 2021 were approved 5-0. Board of Supervisors meetings are held the 2nd Monday of each month at 7:00 PM at the Township Municipal Building. Planning Commission meetings are held the 1st Monday of each month, except September which falls on the Wednesday after Labor Day.
