Planning Commission

The Halifax Township Planning Commission met on Monday, May 3, 2021, adjourning at 7:16 PM. Members Jake Gruver, Dwight Hoffman, Randy Paul, and Flo Mallonee were present; Chad Lebo was absent. Solicitor Bruce Warshawsky and Engineer Cathy Lee also attended. The meeting centered on advancing the Hornungs land development plan toward Board of Supervisors approval.

• Hornungs land development plan recommended for approval: The commission voted 4-0 to recommend the Board of Supervisors approve the plan with conditions and amendments. All 14 engineer comments were resolved or addressed, including upsizing a drainage pipe to 12 inches in diameter, preparing a financial guarantee cost estimate, and confirming the existing holding tank arrangement is sufficient with a new addition.
• Five waiver requests also recommended for approval: The commission unanimously recommended the Board of Supervisors approve all five waiver requests tied to the Hornungs plan, covering sewer requirements, collector road standards, and other items.
• Right-of-way regulation flagged for future amendment: Discussion of the collector road waiver revealed that Halifax Township's right-of-way requirements are in some cases more restrictive than PennDOT's. The commission discussed amending local regulations to align with PennDOT standards.
• Stormwater/SALDO separation still pending: Randy Paul asked Solicitor Bruce Warshawsky for an update on separating stormwater management regulations from the Subdivision and Land Development Ordinance (SALDO). Warshawsky reported no progress; the solicitor and engineer still need to provide a cost estimate and timetable, as the separation would require a full SALDO rewrite.
