Monthly Business
Executive session held 6:15 p.m. – 6:57 p.m. — Personnel
Summary
The Halifax Township Board of Supervisors held its monthly business meeting on August 9, 2021, with all five supervisors present: Chairman Kenneth Bechtel, Brad Bruner, Randy Paul, Steve Schreffler, and Scott McBurney. Solicitor Bruce Warshawsky and Engineer Marc Kurowski also attended, while Roadmaster Tim Belk and Secretary Wendy Wentzel were absent. The board held a pre-meeting executive session on personnel matters, and the evening's most significant administrative action was the decision to advertise for a new Secretary/Treasurer — a move complicated by the possible closure of the local newspaper.
Secretary/Treasurer position advertised. The board voted to post the Secretary/Treasurer opening in the Upper Dauphin Sentinel. Chairman Kenneth Bechtel noted the Sentinel may publish its last issue on August 21, 2021, which would create complications for the township's legal advertising requirements.
Farm access granted on Kieffer Road. Nicholas Decker, who purchased Lot #7 of the Harteis Subdivision, received permission to create a farm access off Kieffer Road. Any further development beyond the farm access must be submitted as a formal plan.
Stormwater nuisance enforcement initiated on two roads. The board directed staff to identify property owners responsible for stormwater runoff problems on Creek Road (a dirt driveway washing sediment onto the road) and a similar issue on Matamoras Road, and to send pre-nuisance letters to both.
Nuisance letter for Kline property. A pre-nuisance letter will be sent to the owner of a property on Dunkel School Road regarding tall weeds and unregistered vehicles.
Septic system agreement with Mr. Taylor. The board authorized Chairman Kenneth Bechtel to sign a formal agreement addressing a malfunctioning septic system, with pumping frequency modified from every six months to annually based on inspections by Hoke's.
Halifax Barn and Farmhouse gaming grant in progress. The township is pursuing a gaming grant (application due September 1, 2021) for the historic Halifax Barn and Farmhouse site. Roadwork into the park is estimated at $94,000, and the board discussed potentially purchasing a strip of land from Martin Konchar for road widening as part of the grant request.
Hurst Agricultural Security Area accepted. The board voted to enroll 22 acres owned by Justin and Bethany Hurst on Route 225 into the Agricultural Security program, with a formal resolution to be filed within six months.
PennDOT winter maintenance agreement approved. The board authorized execution of the 2021–2022 Winter Maintenance Agreement with PennDOT, and appointed Tyler James as the new TCC representative replacing Robert P. Wentzel.
