Monthly Business
Executive session held 6:40 p.m. – 6:55 p.m. — Personnel matters
Summary
The Halifax Township Board of Supervisors held its monthly business meeting on September 13, 2021, called to order at 7:09 p.m. by Chairman Kenneth Bechtel. Supervisors Brad Bruner, Steve Schreffler, and Scott McBurney were present; Randy Paul was absent. The meeting followed multiple executive sessions held earlier in September on personnel and real estate matters, and covered a wide-ranging agenda including a key hire, a property purchase, subdivision approval, and storm response updates.
Sara Glace hired as Secretary/Treasurer: The board voted unanimously to hire Sara Glace for the Secretary/Treasurer position, filling a vacancy that had been the subject of three executive sessions over the prior two weeks.
Martin Konchar property purchased for $3,100: The Township approved the purchase of the Martin Konchar real estate at a negotiated price of $3,100. Solicitor Bruce Warshawsky noted the property may be eligible for reimbursement through a pending Dauphin County grant tied to the Halifax Barn and Farmhouse project.
Sandy Bowman / Randy & Candy Paul Subdivision conditionally approved: Following a Planning Commission recommendation, the board granted waivers for curbs and sidewalks (Sections 404, 606, and 607) and conditionally approved the subdivision.
EF1 tornado response reported: Emergency Management Coordinator Tim Neiter reported that an August 18 storm produced an EF1 tornado, triggering a partial activation of the emergency operations center at Halifax Fire Department. The Township drone was used to assess damage for the National Weather Service and Dauphin County EMA. A full EOC activation followed on September 1.
2021 Supplemental Appropriations Resolution adopted: The board passed a resolution to balance the budget from general funds after the Township exceeded portions of its 2021 budget, avoiding piecemeal transfers between line items.
Nuisance enforcement actions pending: Ordinance violation hearings for Ziegler and Brothers Fireworks were scheduled for September 15. Pre-nuisance letters were requested for driveway runoff complaints at multiple addresses and grass violations on North River Road.
2022 budget workshop dates set: The board approved advertising three workshop sessions for October 18, October 25, and November 1, 2021.
5K race approved on Tobias Road: Messiah Church received permission to hold a 5K race on October 2, contingent on traffic control being present. Separately, a $250 cash contribution from a Dusty Trail Drive resident was accepted in appreciation for the Township lending steel plates after a driveway washout.

Engineer Marc Kurowski covered his report dated September 8, 2021, for August services. He is coordinating with Tim Belk and Supervisor McBurney on driveways, received word from Mr. Shermyer at SSA regarding a grant for Fort Halifax, and noted the Sponsler Subdivision plans need signatures.

Friends of Fort Halifax
Friends of Fort Halifax sought approval for Ms. Jessica McGuire to bring her 7th grade class and Science Action Club to Fort Halifax Park on October 8, 2021. Approved (Schreffler/Bruner, 4-0). The September 1, 2021, storm caused flooding in the brick house at the park; gutters were cleaned to prevent further flooding.
Nuisance Report
Hearings for Ziegler and Brothers Fireworks ordinance violation are scheduled for September 15, 2021. Grass nuisance reported at 1052 North River Road and the triangle by the doctor's office. Administrative

A resolution was prepared because the township exceeded portions of the budget. Rather than transferring funds across line items, the resolution balances the budget from general funds. The Board dispensed with the reading of the resolution (Bruner/McBurney, 4-0) and approved the Supplemental Appropriations Resolution (Bruner/McBurney, 4-0).
