Monthly Business
Summary
The Halifax Township Board of Supervisors held their monthly business meeting on November 8, 2021, called to order at 7:02 p.m. with all five supervisors present: Chairman Kenneth Bechtel, Brad Bruner, Randy Paul, Steve Schreffler, and Scott McBurney. The nearly three-hour meeting covered two land development approvals, an ongoing stormwater dispute with Flightsource, multiple nuisance enforcement actions, and preparations for the 2022 budget adoption.
Miller land development and McCleaf subdivision conditionally approved: The board granted conditional approval to both the David & Jo Etta Miller land development plan and the McCleaf subdivision, waiving preliminary plan requirements and, for McCleaf, curb and sidewalk requirements. Both approvals are contingent on addressing K&W Engineering's stormwater management comments.
Flightsource letter of credit partially released, $12,400 retained: After an October inspection found standing water and no vegetation in a stormwater infiltrator, the board released all but $12,400 of Flightsource's Mid Penn Letter of Credit. Flightsource contends the water comes from a natural spring on a neighboring hillside, but the township maintains the stormwater system — designed for a 100-year flood — should not retain water. No resolution has been reached.
Nuisance letter sent to Kline property: After a pre-nuisance letter sent October 8 produced no response, the board voted to send a formal nuisance letter to Mr. & Mrs. Michael Kline at 355 Dunkle School Road. Residents at 32 Pawnee Road were given until the December 13 meeting to comply. The Zieglers, previously under a nuisance judgment, have cleaned up their property and will appear in December to settle court costs and have the judgment dismissed.
Squatter and illegal activity at Fort Halifax: The board noted ongoing illegal activity at Fort Halifax, though without sufficient evidence to prosecute. A squatter found living on the property was given 24 hours to vacate.
2022 budget adoption advertised for December: The board voted to advertise the notice to formally adopt the 2022 budget at the December 13 meeting.
Mary Bohn pipe complaint — no action taken: Mary Bohn presented a complaint with photographs regarding a pipe connection, but the board determined the township has no liability and took no action.
Brush Truck dedicated, Naloxone program underway: EMC Tim Neiter reported the Halifax Fire Department dedicated a new Brush Truck funded by a Gaming Grant and that the department's Naloxone program is operational, with firefighter certification to administer it still in progress.
Gaming grant hearing for Halifax Farmhouse & Barn: Scott McBurney, along with community members Norma Shear, Bruce Henry, and Anna Yelk, planned to attend a November 10 public hearing before the Dauphin County Gaming Advisory Board for the township's Local Share Municipal Grant Application.

Meeting business
Secretary/Treasurer Report
Supervisors approved paid interim bills and current unpaid bills through November 8, 2021, both passing 5-0. October 11, 2021 meeting minutes and 2022 Budget meeting minutes (October 18 and October 25, 2021) were also approved 5-0. The financial report was placed on file for audit.
EMC Report
EMC Tim Neiter reported the Brush Truck was dedicated with Supervisors Bechtel and Schreffler, funded by a Gaming Grant. Halifax Fire Department responded to 25 events in October 2021. The ACT 172 list of qualified firefighter members was notarized, and qualified firefighters need to complete a tax form via the Keystone website and return it to Chief Tim Neiter before year-end to receive a tax credit. The Naloxone Program is operational but firefighter certification to administer Naloxone is still in progress.
Planning Commission Recommendations
Supervisors approved a waiver of SALDO 404-Preliminary Plan per K&W Engineering recommendation (5-0) and granted conditional approval based on four comments from the November 3, 2021 K&W Engineering memo covering SALDO Comments 1-4 and Stormwater Management Plan & Narrative Comments 1-2 (5-0).
Supervisors approved three waivers of SALDO 404-Preliminary Plan and 606 & 607 (Curbs/Sidewalks) per Planning Commission recommendation (5-0) and granted conditional approval based on comments from the October 11, 2021 K&W Engineering memo covering SALDO Comment 1 and Stormwater Management Plan & Narrative Comment 1 (5-0).
Engineer Report
Engineer Marc Kurowski reported on the Flightsource inspection conducted in October 2021 to release the Irrevocable Letter of Credit. Standing water and no vegetation were found in the infiltrator, so the township will release all but $12,400.00. Flightsource claims the standing water comes from a natural spring on the hillside, which would require intruding on neighboring properties to resolve. No solution has been agreed upon since the stormwater management design is for a 100-year flood and should not retain water.
Solicitor Report
Solicitor Bruce Warshawsky submitted his report dated November 4, 2021, placed on record. A request was made to place Mr. & Mrs. Mark Ziegler on the December 13, 2021 Board of Supervisors agenda to accept payment for court costs and dismiss the judgment, as they are now in compliance with the Nuisance Ordinance.
Roadmaster Report
Roadmaster Tim Belk reported there are no leads on who hit Ryan Malone's truck. The insurance company has already sent the check to cover repairs, which will be done in-house as a winter project.
Friends of Fort Halifax
Bruce Henry, member of the Friends of Fort Halifax, was present and submitted a report for October 2021, placed on record.
Nuisance Report
Mr. & Mrs. Mark Ziegler are now in compliance. Matamoras Rd residents have not addressed driveway runoff. Tenants at 47 Mountain Road are cleaning up. Mr. Farhat will mow down brush bushes. A nuisance letter was approved 5-0 to be sent to Mr. & Mrs. Michael Kline at 355 Dunkle School Road. Residents at 32 Pawnee have until December 13, 2021 to comply. Illegal activity and a squatter were reported at Fort Halifax; a 24-hour vacate notice was left.
