Monthly Business
Executive session held 6:00 p.m. - 7:00 p.m. — personnel and real estate
Summary
The Halifax Township Board of Supervisors held its monthly business meeting on December 13, 2021, convening at 7:09 p.m. after a one-hour executive session on personnel and real estate. All five supervisors were present: Chairman Kenneth Bechtel, Brad Bruner, Randy Paul, Steve Schreffler, and Scott McBurney. The lengthy meeting — running past 10:25 p.m. — tackled year-end business including adoption of the 2022 budget, an equipment purchase, several permit decisions, and ongoing nuisance enforcement.
- The 2022 budget was adopted unanimously, along with the Tax Assessment Resolution. No specific figures were discussed in open session.
- The board approved purchasing a Hydrodig from SEI after a series of procedural motions to table, re-add, and untable the item during the Roadmaster's report. The purchase price was not stated in the minutes.
- Roger Lehman was denied a building permit for a carport structure he had already built in violation of SALDO setback requirements (section 505). The board directed that his application fee be returned and a cease-and-desist letter be sent requiring removal of the structure by the end of May 2022.
- A to Z Construction remains stalled — Solicitor Bruce Warshawsky reported the developer still lacks a required Sewage Module, preventing the township from accepting a security deposit of under $24,000. The matter carries over to January.
- Mary Bohn's request to connect her drainpipe to the township's main drainpipe was denied; the board determined the pipes are on her property and her responsibility.
- HRG Engineers presented to the board as a potential replacement for the township's current engineering firm. No action was taken.
- Three nuisance cases were discussed: properties on Dunkle School Road (Kline, still out of compliance), Matamoras Road (Miller and Wilson, driveway runoff), and Hoffman Road (Brown, driveway runoff). Letters were directed to be sent to non-compliant owners.
- Other actions: The board accepted a $1,000 donation from the Tobias Family, approved a Small Games of Chance Permit MOU with the Friends of Fort Halifax, approved Bruce Snyder's Agricultural Security Area Resolution, and granted Sharon Stover conditional approval for a building permit and stormwater management waiver — all unanimously.

OLD BUSINESS
Solicitor Bruce Warshawsky advised that A to Z Construction still needs a Sewage Module. The initial security deposit of less than $24,000.00 was to be posted as a check and replaced with an irrevocable letter of credit before the January 10, 2022 meeting, but since the Sewage Module requirement has not been met, the security deposit cannot be accepted.
