Monthly Business
Executive session held 6:30 p.m. to 6:57 p.m. — Personnel matters and real estate
Summary
Halifax Township's Board of Supervisors held its monthly business meeting on February 13, 2023, called to order at 7:07 p.m. following a closed executive session on personnel matters and real estate. All five supervisors were present: Chairman Kenneth Bechtel, Brad Bruner, Randy Paul, Steve Schreffler, and Scott McBurney. The meeting's most notable action was the unanimous denial of a local restaurant's parking lot expansion, while the board also dealt with stormwater plan deficiencies, township financial investments, and summer recreation programming at Fort Halifax Park.
- Fire & Ice Smokehouse & Creamery parking lot expansion denied (4-0): The board unanimously rejected the proposed expansion based on engineer Alex Greenly's (HRG, Inc.) fourth Land Development Review Letter, citing unresolved issues with the plan.
- Two stormwater management plans withheld: Plans submitted by Jake Peck and Dennis Custer were both held back — Peck's because sketch measurements were inconsistent with Google Earth data, and Custer's because driveway dimensions didn't match aerial imagery and the plan omitted existing structures including a swimming pool, patio, and widened driveway.
- Township funds authorized for CD investment (5-0): Chairman Kenneth Bechtel and Secretary Sara Glace were authorized to move Money Market funds into a 12- or 15-month certificate of deposit at the best available rate.
- Outside auditor appointed (5-0): Wagner, Dreese, Elsasser & Associates, P.C. was approved as the township's outside auditing firm following passage of the Auditor Resolution.
- Appalachian Kayak support and camp dates approved (5-0): The board approved a letter of support for Appalachian Kayak's grant application through the Pennsylvania Economic Development Center and set four Kayak Camp sessions at Fort Halifax Park in summer 2023: June 26–30, July 10–14, July 25–28, and July 31–August 4.
- Zeigler nuisance complaint escalated: The board directed Solicitor Bruce Warshawsky to transfer the Zeigler nuisance judgment to court for further enforcement.
- EMS concerns discussed: Chairman Kenneth Bechtel reported on a COG meeting focused on EMS services for the Upper Dauphin area, where Dauphin County Director of Public Safety Jeffery Enders reviewed response time data and the impact of recent changes to EMS providers. Municipalities discussed options including an Emergency Service Tax to support services.
- Fort Halifax Park speed limit and brake retarder concerns raised: The Friends of Fort Halifax suggested lowering the speed limit to 35 mph within park boundaries. Separately, resident Kyle Lehman raised concerns about truck brake retarder noise at night; the board advised him to post yard signs, noting that State Police will not enforce the issue.
