MEETING MINUTES

EMC REPORT
Chief Tim Neiter submitted and reviewed a December 2022 year-end report. An EOC activation exercise is scheduled for Thursday, April 20, 2023, from 3:00 p.m. to 9:00 p.m., and all EMA staff are asked to attend.
PLANNING COMMISSION RECOMMENDATION
The Planning Commission held its reorganizational meeting on January 4, 2023, retaining the same chairs: Jake Gruver as Chairman, Randy Paul as Vice-Chairman, and Dwight Hoffman as Secretary. Supervisor Schreffler motioned, seconded by Supervisor Paul, to approve the time extension agreement for the Matthew A. & Chandra F. Morgan Land Development Plan (passed 5-0).
ENGINEER REPORT
The Board questioned why Halifax Township received a Dauphin County Small Bridge Program report after previously voting not to participate; Engineer Alex Greenly agreed to investigate. For the Christy Lepore stormwater issue, an easement agreement was determined sufficient to meet separation requirements for Section 508-10.d.1.b.vii and would lift the denial.
SOLICITOR REPORT
Solicitor Bruce Warshawsky submitted his report for December 2022. The U & Me property matter at the corner of Routes 147 and 225 was discussed during the executive session held prior to the meeting.
ROADMASTER REPORT
Roadmaster Tim Belk reported that Jackson Township requested to store the boom mower at Halifax Township until they can pick it up. Discussion included which roads to consider for paving and a recurring issue with a missing stop sign at Baddorf Road that keeps disappearing, as well as the Dirt and Gravel Road Grant.
FRIENDS OF FORT HALIFAX REPORT
Bruce Henry introduced Robert Brightbill from Dauphin County Vo-Tech School, who requested to bring students for a week-long historical building restoration encampment at Fort Halifax in late June 2023. The project would include light carpentry and painting restoration on the wagon shed, granary, and milk house. Supervisor McBurney motioned, seconded by Supervisor Bruner, to approve the encampment (passed 5-0).

Supervisor McBurney motioned, seconded by Supervisor Schreffler, to send a pre-nuisance letter to Larry Casner regarding 8 totaled derby cars stockpiled on his property. Motion passed 5-0.
ADMINISTRATIVE

OLD BUSINESS
Michael Culp proposed September 8-10, 2023, as dates for the Small Festival of 2023; the Board expressed concern about advising the festival. For the Fort Halifax Farmhouse & Barn, HRG, Inc. conducted a property inspection and Shermeyer completed a feasibility study.
NEW BUSINESS
Supervisor McBurney motioned to approve Engineer Alex Greenly's time investigating whether Halifax Fire Department can level a dirt mound to expand parking (passed 5-0). The PennDOT Winter Traffic Services Supplemental Agreement & Resolution was approved (passed 5-0). Southern Pennsylvania Area Association of Rocketry was approved to use Fort Halifax Park Field on April 29, July 29, and September 16, 2023 (passed 5-0). The Board approved Sycamore Ridge's application for an NPDES permit. Questions arose about what permits Frontier would need to install fiber optics; Halifax Township currently has no permits for Frontier.
