Monthly Business

7:04 p.m. – 9:57 p.m. 7 present 21 motions

The Halifax Township Board of Supervisors held its monthly business meeting on August 12, 2024, called to order at 7:04 p.m. by Chairman Kenneth Bechtel. Supervisors Brad Bruner, Steve Schreffler, and Scott McBurney were also present; Randy Paul was absent. The nearly three-hour meeting was shaped by the aftermath of Tropical Storm Debby, which struck the area on August 9 and brought multiple residents forward with flooding and erosion damage, while the board also acted on a substantial slate of grant co-sponsorships and land development business.

  • Tropical Storm Debby aftermath dominated public comment. Gregory Noell (79B Matamoras Road) reported eight feet of earth washed from his yard. Evan O'Connor and Michelle Miller (67 Pawnee Lane) described two feet of basement flooding and over $10,000 in damages, noting that a township-owned inlet box on their property may be contributing to the problem. The board directed the Engineer and Roadmaster to assess each site.

  • Up to $252,000 in grant co-sponsorships approved. The board unanimously backed four Local Share Municipal Grant co-sponsorship letters: Halifax Township ($150,000), Halifax Girls Softball League ($60,000, requested during public comment by Bill Corsnitz), Camp Hebron ($30,000), and Graceful Acres ($12,000).

  • Anderson Land Development Phase 2 conditionally approved. The board granted two SALDO waivers (preliminary plan procedure and plan scale) and gave conditional approval subject to stormwater, solar ordinance, and administrative conditions from HRG's July 30 review letter (both votes 4-0).

  • Right-to-Know policy adopted. A new policy requires residents to use both the official Office of Open Records form and a township form for all Right-to-Know requests, and allows the township to deny anonymous or incomplete submissions (4-0).

  • Nuisance enforcement actions taken. A judgment was filed against 194 Kinsinger Road for junk accumulation in violation of Ordinance 2013-8, and a nuisance letter was authorized for 3371 Peters Mountain Road after no improvement (both 4-0).

  • Potential $55 ambulance tax discussed. Erin Murphy of the Dauphin County Tax Assessment Office informed the board that a $55 Special Assessment ambulance tax could be levied on all residents — homeowners and renters — to support the Halifax Ambulance Association. No vote was taken.

  • Stormwater Management Plan amendment directed. The Planning Commission was tasked with reviewing the Stormwater Management Plan to allow Small Project Provisions (4-0), a change that could simplify permitting for smaller projects.

  • Fort Halifax Park activity. The board approved new parking and traffic signage to keep vehicles off grassy areas, and granted camping permits to Scout Troop 90 of Shrewsbury (September 6–8) and a Cub Scout group of 25 (October 5–6). The Halifax Area School District 7th grade science class was approved for a field trip at the park.

Kenneth Bechtel (Chairman/Supervisor) · Brad Bruner (Supervisor) · Steve Schreffler (Supervisor) · Scott McBurney (Supervisor) · Bruce Warshawsky (Solicitor) · Matt Roland (Roadmaster) · Sara Glace (Secretary)

Danielle Miller — Homeowner at 88 Matamoras Road expressed concern about a blind spot when exiting her driveway. A large mirror placed on a neighbor's tree has not fully resolved the issue. Chairman Bechtel advised the township would work with the Engineer to widen the road.
Gregory Noell — Homeowner at 79B Matamoras Road reported eight feet of earth washed away from the yard due to Tropical Storm Debby on August 9, 2024. Township will have the Engineer and Roadmaster assess the problem.
Even O'Connor & Michelle Miller — Homeowners at 67 Pawnee Lane reported two feet of basement flooding and a river running through their yard from Tropical Storm Debby on August 9, 2024, with damages and losses totaling over $10,000. They noted that the inlet box in their yard belongs to Halifax Township.
Bill Corsnitz — Representative for the Halifax Girls Softball League requested the Board co-sponsor the League for $60,000 and asked about solutions for speeding on Kinsinger Road during practices and games, suggesting temporary speed bumps or a pedestrian sign.

EMC Report

Halifax Fire Department Issues

Chief Tim Neiter was absent but submitted a July 2024 report. Ryan Schlegel raised several concerns: difficulty obtaining monthly Halifax Fire Department meeting minutes (Solicitor Warshawsky noted minutes are typically posted 47 days after meeting); questions about a fire department truck sitting in Elizabeth on specific dates; status of a Dauphin/Upper Paxton assault report; and concerns that recent by-law changes target a specific group of individuals.
