Roadmaster Matt Roland reported completion of the McClellan Base Repair and Leveling Course, application of DSA on Matamoras Road, mowing of Fort Halifax for the August 10 fireworks, and completion of the second round of road mowing throughout Halifax Township.
Friends of Fort Halifax
Supervisor McBurney motioned, seconded by Supervisor Schreffler, to allow Halifax Area School District 7th grade science students to have a field trip at Fort Halifax Park. Motion carried 4-0.
Supervisor Bruner motioned, seconded by Supervisor Schreffler, to allow a Cub Scout group of 25 young people to camp October 5-6, 2024 at Fort Halifax Park to earn a Cub Scout badge and complete a park service project. Motion carried 4-0.
Supervisor Schreffler motioned, seconded by Supervisor Bruner, to approve signs and their wording to be placed throughout Fort Halifax Park to prevent visitors from driving on grassy areas such as goose landing and the campsite, which has caused mowing and parking issues. Motion carried 4-0.
Nuisance Report
Supervisor Schreffler motioned, seconded by Supervisor Bruner, to file a judgement against 194 Kinsinger Road for violation of Halifax Township Ordinance 2013-8 due to storage and accumulation of junk materials on the property. Motion carried 4-0.
Supervisor Bruner motioned, seconded by Supervisor McBurney, to send a nuisance letter to 3371 Peters Mountain Road since nothing has changed. Motion carried 4-0.
Administrative
The Board adopted a Right-To-Know Policy requiring individuals to complete the official Office of Open Records form or Office of Right form along with a township form. The policy allows the township to deny requests not submitted on an approved form and to deny anonymous requests. Supervisor Bruner motioned, seconded by Supervisor McBurney. Motion carried 4-0.
Old Business
Central Pennsylvania Conservancy and Halifax Township are scheduled to meet Monday, August 19, 2024 at 10:00 a.m. at the Halifax Township Municipal Building to discuss the building envelope portion of Fort Halifax Park.
Chairman Bechtel advised the Board and residents that anyone affected by the Halifax Area Water and Sewer Extension Project will be required to pay the inspection fee for the new connection and tap.
Erin Murphy of the Dauphin County Tax Assessment Office advised that a Special Ambulance Tax Assessment of $55.00 could be assessed to all Halifax Township residents, both homeowners and renters. The bill would come out February 1 with the County and Municipal bill to help support the Halifax Ambulance Association.
New Business
Scout Troop 90 of Shrewsbury, Pennsylvania requested to camp at Fort Halifax Park from September 6-8, 2024 with approximately 10-15 people. Supervisor McBurney motioned, seconded by Supervisor Bruner, to approve the permit. Motion carried 4-0.
Supervisor McBurney motioned, seconded by Supervisor Schreffler, to approve the Camp Hebron Co-Sponsorship Letter for a grant of up to $30,000. Motion carried 4-0.
Supervisor Schreffler motioned, seconded by Supervisor McBurney, to approve the Graceful Acres Co-Sponsorship Letter for a grant of up to $12,000. Motion carried 4-0.

PA Constable John Popp sent a letter requesting a 25-mph speed limit sign near the late Carl Snyder's house on 4th Street and at each end of Boyer Street. The Board directed Roadmaster Matt Roland to ensure the signs are posted.
