Monthly Business
Summary
The Halifax Township Board of Supervisors held their monthly business meeting on July 14, 2025, with all five supervisors present: Chairman Kenneth Bechtel, Brad Bruner, Randy Paul, Steve Schreffler, and Scott McBurney. The meeting ran from 7:00 to 8:30 p.m. with no executive session and no public comments. The most consequential action was a switch in the Ridge Road paving contractor, with the board rescinding one award and rebidding to a different company at a higher price.
Ridge Road paving contract switched to new vendor: The board rescinded the previously awarded paving bid to Meckley's Limestone Products ($83,627.50) and re-awarded the 2025 Ridge Road paving project to New Enterprise Stone & Lime Company at $87,489.75, both from the General Fund. No reason for the change was stated in the minutes.
Emergency Management Coordinator honored: Jeff Enders of Dauphin County Public Safety presented Chief Tim Neiter with an award and PEMA recognition letter for completing all required Emergency Management Coordinator classes. The board also adopted the 2025 Dauphin County Hazard Mitigation Plan Resolution unanimously.
Matamoras Road grant easements moving forward: The board authorized sending easement letters to property owners affected by a grant-funded Matamoras Road improvement project, with the condition that Roadmaster Matt Roland speak with each property owner in person first.
Stormwater security fully released at 514 Dunkle School Road: Although the township engineer recommended releasing $5,241 of the $5,654 financial security, the board voted to release the full $5,654, closing out the obligation entirely. Scott McBurney abstained (4-0-1).
Nuisance letters ordered for overgrown Kip Road properties: After a resident complaint about vegetation exceeding 12 inches and the presence of rodents obstructing sight lines at Kip Road, the board directed pre-nuisance letters to Jeremy Kimball (1735 N. River Road) and Joseph Bresky (1669 N. River Road) under the 2013 Nuisance Ordinance.
Graceful Acres gaming grant co-sponsored: The township agreed to co-sponsor a gaming grant application for Graceful Acres for up to $30,000.
2026 Tax Collector Commission Resolution adopted: The board set the tax collector's commission rate for 2026.
Boat launch and Fort Halifax Park developments: The Pennsylvania Fish and Boat Commission has expressed interest in installing a boat launch at Fort Halifax Park, with a meeting planned for late August or early September. Separately, a meeting with Lori Yeich and DCNR regarding the Fort Halifax farmhouse and barn is scheduled for July 23.

Engineer Alex Greenly reported that a site inspection found a storm system installed but the detention basin has not yet achieved the required 70% minimum stabilization as topsoil has not been placed. Three roof leaders outlet into the basin that are not identified on the approved drawings and must be captured on the as-built drawings.
A structural engineer is scheduled to inspect the piers later that week, and a Stormwater Management Plan may be submitted the following month. Steven Fisher asked about obtaining a waiver for 50% improvements and was advised that a Land Development Plan encompassing the Stormwater Management Plan is needed.
