Monthly Business
Summary
The Halifax Township Board of Supervisors held its monthly business meeting on November 10, 2025. All five supervisors were present: Chairman Kenneth Bechtel, Brad Bruner, Randy Paul, Steve Schreffler, and Scott McBurney. The meeting covered significant year-end fiscal business — including adoption of the 2026 tax resolution and a new EMS tax — alongside a land development approval, road vacations, and a nuisance enforcement deadline.
Rise Street Beverage land development conditionally approved (5-0): The board granted two waivers — waiving the preliminary plan requirement and the 10-foot side yard parking setback — and gave conditional approval to Rise Street Beverage's land development plan, subject to satisfying engineering, stormwater, and administrative comments outlined by HRG, Inc.
2026 tax resolution and EMS tax adopted (5-0): The board adopted the 2026 Tax Resolution and a new EMS tax resolution under Act 140 of 2024. The 2026 budget was authorized for 20-day public advertising in the Citizen Standard, and a supplemental appropriations resolution amending the 2025 budget was also adopted.
Stormwater waiver at 318 Matamoras Road declined: A request to waive the minimum separation distance between new impervious cover and public roads was presented by engineer Alex Greenly. The board was not willing to act on the waiver.
Tree removal contract awarded on a 4-1 vote: Three bids were received for tree removal at 4th & Maple Street: Wood Wise Tree Service at $3,200, Billow's Tree & Landscaping at $1,000, and Levi Sweigart at $600. The board accepted Sweigart's low bid in the meeting's only divided vote.
Nuisance cleanup deadline set for 3371 Peters Mountain Road (5-0): New property owner Tristan Krause was given eight days — until November 18, 2025 — to clean up the property. If not completed, the township will file a new complaint against Krause that includes recovery of fees from the prior complaint filed against the previous owner.
Keiffer Road vacations advanced (5-0): The board adopted an ordinance vacating and closing a portion of Keiffer Road for Funk and Fetterhoff, and separately authorized advertising a second vacation for Shoop, Bixler, and Fetterhoff.
Fort Halifax Railroad Crossing road dedication and LSA Grant adopted (5-0): The board adopted resolutions dedicating a public road at the Fort Halifax Railroad Crossing and authorizing an LSA Grant application.
Community donations approved (5-0): $500 was donated to Thanksgiving for All and $1,500 to the Halifax Food Bank from community development funds.

Meeting business
SECRETARY/TREASURER REPORT
Supervisors approved paid and unpaid bills through November 10, 2025 (motions by Schreffler/McBurney, 5-0). Three sets of meeting minutes were approved: October 13 regular meeting, October 20 budget workshop, and October 27 budget workshop (all 5-0). The financial report was placed on record for audit. EMC Chief Tim Neiter was not present and did not provide a report for October 2025.
PLANNING COMMISSION RECOMMENDATION
The Planning Commission met November 3, 2025, continuing work on the Sign Ordinance and granting Rise Street Beverage conditional approval for its Land Development Plan. The Board approved two waivers for Rise Street Beverage (SLDO 404: preliminary plan submission and SLDO 512.4: parking within 10' of side yard) on a motion by Paul/Schreffler, 5-0. Conditional approval was granted subject to satisfaction of HRG comments (Subdivision 1-10, Stormwater 1-5, Administrative 1-6) per their October 31, 2025 letter, on a motion by McBurney/Paul, 5-0.
ENGINEER REPORT
Alex Greenly of HRG, Inc. presented his report dated November 6, 2025, covering October 2025 services. Discussion focused on a waiver request at 318 Matamoras Road for §302.D.1.b.vi (minimum separation of impervious cover from public roads). The Board was not willing to act on the waiver at this time.
ROADMASTER REPORT
Matt Roland, Ryan Malone, and Colton Warfel submitted the October 2025 report. Work included boom mowing, shoulder grading, new sign installation, and shoulder backing throughout the township; the Sterling 9000 transmission was rebuilt and salt spreaders were mounted on two trucks. For tree removal at 4th & Maple Street, three bids were received: Wood Wise Tree Service ($3,200), Billow's Tree & Landscaping ($1,000), and Levi Sweigart ($600). The Board accepted Levi Sweigart's bid of $600 on a motion by McBurney/Paul, 4-1.
NUISANCE REPORT
New owner Tristan Krause called at 5:30 p.m. advising he would clean up the property within eight days (by November 18, 2025). Because the title transferred, a new complaint must be filed against Krause rather than the previous owners (Durbecs). The Board conditionally gave Krause eight days to clean up, with a new complaint to be filed if not completed, including previous fees spent by the township on the prior complaint (motion by Schreffler/Bruner, 5-0).
ADMINISTRATIVE
Supervisor McBurney asked Solicitor Warshawsky to advise Gary Lenker to go through proper channels for the LSA Grant/Tri-County Housing agenda item. No action was taken on ambulance funding or the amended solar ordinance. The Board approved advertising the 2026 Budget in the Citizen Standard (Bruner/Paul, 5-0), adopted the Supplemental Appropriations Resolution for Budget 2025 (Bruner/Paul, 5-0), adopted the 2026 Tax Resolution (McBurney/Paul, 5-0), adopted the Resolution for Act 140 of 2024 EMS Tax (Schreffler/Bruner, 5-0), and approved donating $500 to "Thanksgiving for All" and $1,500 to Halifax Food Bank from community development funds (McBurney/Schreffler, 5-0).
OLD BUSINESS
The Board approved the Vacating and Closing Portion of Keiffer Road Ordinance for Funk and Fetterhoff (motion by Paul/McBurney, 5-0) and approved advertising the Vacating and Closing Portion of Keiffer Road Ordinance for Shoop, Bixler, and Fetterhoff (motion by Bruner/Paul, 5-0). No discussion or action was taken on Fort Halifax Farmhouse & Barn, Public Railroad Crossing, or CPC Quarterly Report.
NEW BUSINESS
The Board adopted the Resolution for LSA Grant (motion by McBurney/Paul, 5-0) and adopted the Resolution for Dedication of Public Road at Fort Halifax Railroad Crossing (motion by Bruner/Paul, 5-0). Both resolutions had their readings dispensed with prior to adoption.
