Planning Commission

The Halifax Township Planning Commission met on April 4, 2016, with all five members present — Flo Mallonee, Fred Ford, Dwight Hoffman, Randy Paul, and Chad Lebo — along with Solicitor Bruce Warshawsky and Engineer Steve Roe. The brief session focused on stormwater enforcement and ordinance review, with the most notable action being a split vote to flag a property owner whose impervious coverage is right at the regulatory threshold.

• Lehman stormwater hearing canceled (5-0): After Engineer Steve Roe reported that rip rap on the Kyle Lehman property had been brought into compliance following his March 22 inspection, the commission unanimously voted to cancel a previously scheduled hearing on the stormwater management plan violation.
• Lehman impervious coverage notice recommended (4-1): Despite resolving the immediate violation, the commission voted 4-1 to recommend that the Board of Supervisors send formal notice to Kyle Lehman that his garage measures exactly 1,000 square feet of impervious coverage — any additional stone or construction beyond that threshold will trigger a Stormwater Management Plan requirement.
• Flight Source land development update: Flight Source representatives were not present. Randy Paul reported the company is working with PennDOT on an access road for their Matamoras parcel and mapping property contours for stormwater control. Plans were expected to be submitted for commission review at the May meeting.
• SALDO stormwater exemptions under review: The commission discussed three options for amending Section 508.10 of the Subdivision and Land Development Ordinance regarding stormwater management exemptions and modifications. Members will review the options and the Stormwater Management Application and return with recommendations in May.
