Norma Shearer — Representative of Friends of Fort Halifax provided an update on the Festival scheduled for May 7, 2016 at Fort Halifax Park. Also noted that May 6, 2016 is Education Day for 5th graders at Fort Halifax Park. Requested the brickhouse be open Thursday through Sunday during the Festival for re-enactors to change attire. Later asked the Board if water at Fort Halifax could be tested for drinking purposes before the festival.
Frank Wilmarth — Representative of Friends of Fort Halifax requested to move the porta-potty inside the park with the gate open. Noted the banner would be moved to the lot between Long's Flowers and the High School. Stated he can have the water tested once turned on.
Emily Hoffman — Halifax Pool volunteer updating the Board on efforts to form a non-profit group to run the pool, including planning fundraisers to cover application costs. Asked if the Township would donate money for the pool. Chairman Bechtel explained that since the Township is not a member of HARA, prior funds were a donation and it was HARA's decision how to spend them.

Supervisor Paul and Supervisor Schreffler moved to approve paid interim bills through April 11, 2016 (4-0). Supervisor Schreffler and Supervisor Paul moved to pay unpaid bills as of April 11, 2016 (4-0). Supervisor Bruner and Supervisor Paul moved to approve the March 14, 2016 minutes (4-0). The financial report was placed on file for audit.

Planning Commission Recommendation

Planning Commission Update

Chairperson Flo Mallonee reported there was nothing requiring a Supervisor vote from the April 4, 2016 Planning Commission meeting. DCNR has not returned with a new Stormwater Management Application or plans, and Flight Source is working with PennDOT regarding a parcel in Matamoras. The Planning Commission is working on modifications to the SALDO and considering a separate Stormwater Management ordinance.

Engineer Report

Engineer Report – Shadow Vehicles for Mowing

Engineer Steve Roe presented his report dated March 30, 2016, which was placed on record with no action taken. His research on shadow vehicles for mowing found that no shadow vehicle is needed if the road is under 10,000 ADT unless the mower is on the road, though it remains unclear whether a shadow vehicle is needed.

Kyle Lehman Stormwater Violation Complaint Withdrawal; Dunkle School Road Nuisance; UDITO Hearing; Kyle Lehman Stone Spreading

Unpermitted Structures; UCC Process and Garage/Pole Barn Classification

Roadmaster Corey Stazewski raised the growing issue of unpermitted structures in the Township and asked for guidance. Chairman Bechtel noted the Board may need to raise building permit costs to offset the time Permit Officer Stazewski spends on follow-up inspections. Chairman Bechtel also raised a UCC concern that residents are applying for pole barn permits but installing doors, effectively building garages that should be referred to UCC inspectors; this was deferred for further discussion.

Personnel handbook changes addressing overtime were deferred to the next meeting; Roadmaster Stazewski asked the Board to consider a policy for employees who exhaust all leave time. Chairman Bechtel raised concerns that the Pilot Agreement tax revenue to the Township has decreased and could be further reduced by school tax increases; Solicitor Warshawsky will research. Supervisor Bruner and Supervisor Schreffler moved to reimburse Levi Swigart $47.52 for 88 miles of travel to State College at $0.54/mile (4-0). Commercial insurance renewal meeting with Deibler, Straub & Troutman will be attended by Supervisor McBurney and Chairman Bechtel in late April. The Board supports PSATS resolutions for the upcoming annual conference.

Supervisor Bruner and Supervisor Paul moved to have the Chairman counter-execute the agreement (4-0).

Landlord Letters and Tenant Notification Process
