Monthly Business Meeting
Summary
The Halifax Township Board of Supervisors held its monthly business meeting on July 11, 2016, running from 7:09 PM to 9:46 PM. Kenneth Bechtel (Chairman), Brad Bruner, Randy Paul, and Steve Schreffler were present; Scott McBurney was absent. The lengthy meeting centered on multiple property nuisance enforcement actions, stormwater management issues, and a pipe collapse on Matamoras Road.
- Nuisance enforcement actions: The board voted 4-0 to send a formal nuisance letter to the Ziegler property after very little progress addressing the reported condition. Two other nuisance cases remain active — the Kline property faces an administrative fine if unresolved by July 22, and the Brothers property resolved a parking issue but still has unregistered vehicles, with the board planning to reassess in August before escalating.
- Stormwater submission waiver for sidewalk grant: The board voted 4-0 to waive the stormwater management submission requirement for Glace Associates on a sidewalk project spanning the Township (75%) and Halifax Borough (25%), conditioned on Engineer Steve Roe confirming the calculations and best practices.
- Stormwater fee shortfall flagged: Kenneth Bechtel raised concerns that stormwater management review costs have been exceeding the filing fees collected by the Township. The board discussed options but took no action.
- Matamoras Road pipe collapse: Roadmaster Corey Stazewski reported a collapsed pipe temporarily covered with a steel plate. Engineer Steve Roe estimated the repair at $3,000, but a GP-11 permit is needed and the board is still evaluating options.
- Stormwater runoff dispute: Mike Snody complained about runoff from a neighboring property, while Chad Lebo contended the drainage was properly permitted by DEP a decade ago. The Conservation District will visit the site, but cannot proceed until a formal complaint is filed, and the Township has no jurisdiction to enforce independently.
- Armstrong Valley Winery noise complaint: A decibel review found that noise levels at no point constituted an amplified noise violation. Spot checks will continue through the season.
- Fort Halifax Brickhouse maintenance: The board voted 4-0 to allow the Friends of Fort Halifax to inspect the roof and carport and paint the exterior window trim.
- Public comments: Flo Mallonee called for fairness in the stormwater application process. Norma Shearer requested a speed sign at the end of Maple Avenue. Chad Lebo asked about meeting recordings — Kenneth Bechtel explained they are kept only until the minutes are approved, then destroyed, but are subject to Right-to-Know requests in the interim.

SECRETARY/TREASURER REPORT
Supervisor Paul and Supervisor Schreffler moved to approve paid interim bills through July 11, 2016 (4-0). Supervisor Schreffler and Supervisor Bruner moved to pay current unpaid bills as of July 11, 2016 (4-0). June 13, 2016 minutes were approved (4-0), and the financial report was placed on file for audit.
PLANNING COMMISSION RECOMMENDATION
Chairperson Flo Mallonee reported no items requiring a Supervisors vote. Ernie Schreffler inquired about subdividing land involving a private lane accessing three properties; a subdivision plan would need to be submitted. Travis Bils of Doughboys Pizza discussed plans for a new restaurant, microbrewery, and 80-vehicle parking lot and was advised to contact PennDOT regarding a Highway Occupancy Permit. Flight Source plans for a Matamoras facility were accepted for review.
SOLICITOR REPORT
Solicitor Bruce Warshawsky reported on several matters: a revised UDITO litigation settlement was sent to PRS's counsel; the road along the Township building was determined to be an alley, so parking cannot be restricted; the Lehman stormwater Right-to-Know requests are being processed; the Kline nuisance enforcement is proceeding with a 36-day compliance period ending July 22; the Brothers nuisance parking issue was fixed but unregistered vehicles remain; a formal nuisance letter for Ziegler was approved 4-0; and Solicitor Warshawsky is awaiting Attorney Radebach's response on the Konchar deed comments.
ROADMASTER REPORT
Roadmaster Corey Stazewski reported a collapsed pipe on Matamoras Road temporarily covered with a steel plate; Engineer Steve Roe estimated the repair at $3,000 with a GP-11 permit needed. A stormwater complaint from Mike Snody regarding runoff from Chad Lebo's property was discussed; the Conservation District will visit the site after a formal complaint is filed. The Farhat nuisance lot was cleaned up, and the Armstrong Valley Winery noise complaint was reviewed with decibel levels never falling below the amplified noise violation threshold; spot checks will continue.
ADMINISTRATIVE
The Board reviewed Supervisor McBurney's recommendations on the commercial insurance renewal with no action taken. Secretary/Treasurer Wendy Wentzel reported the Workers' Compensation audit resulted in a $267.00 bill for the payroll difference. Chairman Bechtel announced that Rutter Road bridge construction in Jackson Township would begin in early July, closing the bridge for approximately 10 weeks.
OLD BUSINESS
Pete Fleszar of Glace Associates reported that 75% of the sidewalk project is in the Township and 25% in the Borough, with the total project in the State Right of Way and no change in discharge rate. The Borough is handling engineering on behalf of the Township. Supervisor Bruner and Supervisor Paul moved to waive the stormwater management submission requirement, subject to Township Engineer review of calculations and best practices (4-0).
The Friends of Fort Halifax submitted a letter requesting permission to perform maintenance and use the Brickhouse during events while keeping it closed to public access. Supervisor Paul and Supervisor Schreffler moved to allow them to check the roof, check the carport, and paint the exterior window trim (4-0).
NEW BUSINESS
The Township received a letter from the Penn State Agriculture and Environment Center offering free trees to landowners through a grant for riparian buffers or turf-to-trees conversion. The Supervisors recommended posting the letter on the Township website for residents to apply by the July 31, 2016 deadline.
Chairman Bechtel raised the issue that fees incurred for stormwater management reviews have been exceeding the filing fees collected by the Township. The Board discussed options for rectifying the shortfall but took no formal action.
