EMC REPORT
Ernest Schreffler, Chairman of the Township Auditors, conducted the annual audit of the Halifax Fire Department financials and presented his report to the Supervisors. The report showed a clean record and has been placed on permanent record.
PLANNING COMMISSION RECOMMENDATION
Chairperson Mallonee submitted her report dated June 5, 2017, which has been made a permanent part of the minutes. Accepted for review were the Mortorf subdivisions and Land Development plans submitted by Lake Tobias.
SOLICITOR REPORT
Solicitor Warshawsky reported on multiple matters: Tobias documents have been executed with resolutions for road dedication and condemnation forthcoming; Konchar documents received but not yet reviewed; a nuisance letter was approved 5-0 for 502 N. 2nd Street (high grass); a cease and desist letter was approved 5-0 for 1005 N. River Road (building constructed in flood plain); the Hoover/Brown proposed settlement includes payment to the Township by July 10 with litigation continuing; and SEO McFeaters will oversee cesspool abandonment.
ROADMASTER REPORT

The Township received depository proposals from Mid Penn Bank and Riverview Bank; the Board directed staff to seek a proposal from BB&T and create a comparison spreadsheet for next month. The Patriot Energy electric rate contract will not be renewed, and the Township is investigating whether Co-Stars has a contract municipalities may participate in.
OLD BUSINESS
After further discussion, Supervisor Paul motioned, seconded by Supervisor Bruner, to approve the addressing as proposed, complying with appropriate directional signage and requiring all lots to have proper numbering for identification. Motion carried 5-0.
After further discussion regarding a nuisance complaint, it was determined that the Solicitor would reach out to the property owners' counsel and ask that the vehicles be moved to the rear of the property.
Supervisor McBurney motioned, seconded by Supervisor Paul, to accept the name "Ronnie Lee Lane" for the Schreffler private access road. Motion carried 5-0.
Letters were sent to parcel owners seeking input on a name for the private access. The item was tabled until the Township hears back from the parcel owners.

Supervisor Bruner motioned, seconded by Supervisor Paul, to approve the stormwater management plan as presented, to be recorded along with the O&M Agreement, and to waive the unsatisfied sections of the ordinance as outlined in Engineer Tom Wilson's comment review memo. Motion carried 5-0.
Water was draining from a pipe onto Pawnee Lane. The SEO inspected the site and determined the water was from a basement sump pump, not a washing machine. Supervisor Paul motioned, seconded by Supervisor Bruner, to send a letter inviting the parcel owner to the next Supervisors meeting to discuss a remedy. Motion carried 5-0.
The church sent a letter asking if the Township could carry them on the Township's insurance for a day in August for an event at Halifax Borough Park. The Supervisors requested clarification on the need for insurance before taking action.
A stormwater complaint was received by the Conservation District regarding 631 Matamoras Road. Engineer Tom Wilson conducted a site review and recommended that a stormwater site plan be prepared or that documentation be obtained from the adjacent landowner indicating acceptance of the procedure being done at 631 Matamoras Road.
