Secretary/Treasurer Report

Roadmaster Report
Roadmaster Stazewski received a complaint about a burn barrel placed on a property line in violation of the Burn Ordinance and Nuisance Ordinance. Supervisor Bruner motioned, seconded by Supervisor Paul, to send a nuisance letter to the resident. Motion carried 5-0.
Roadmaster Stazewski received a report of a shed possibly being used as a dog kennel. Supervisor McBurney motioned, seconded by Supervisor Schreffler, to send a copy of the Kennel Ordinance and request verification of compliance. Motion carried 5-0.

Administrative
Supervisor Paul motioned, seconded by Supervisor McBurney, to approve expenses incurred for the Clean Up Days held on August 10 and August 11. Motion carried 5-0.
Chairman Bechtel announced that the Township received reports of three positive mosquito tests for West Nile Virus—one at Fort Halifax Park at the north canal and two at the Halifax Sewer Plant. Residents were advised to take precautions.
Auditor Chairman Ernest Schreffler submitted his written audit report for the Halifax Fire Department, which showed no findings. The report was placed on record at the Township.

Old Business

Supervisor Paul motioned, seconded by Supervisor Schreffler, to grant a waiver of the stormwater ordinance requirements per Engineer Tom Wilson's memo dated August 6, 2018. Motion carried 5-0.
After further discussion, Supervisor Paul recommended the Planning Commission return to the Board with recommended verbiage on flag lots for the SALDO. The matter was deferred.
John Faust of Building Inspection Underwriters of PA (BIU) presented his firm's services. Supervisor Paul motioned, seconded by Supervisor Schreffler, to appoint BIU as an additional UCC Inspector for the remainder of 2018 and all of 2019, subject to acceptance with agreement changes. Motion carried 5-0.
Tim Neiter submitted an application to serve on the Halifax Area Water and Sewer Authority. Supervisor Paul motioned, seconded by Supervisor Bruner, to appoint him as a Township representative. Motion carried 5-0.
New Business
Supervisor Schreffler motioned, seconded by Supervisor Paul, for Halifax Township to participate in the 2019 Gypsy Moth Suppression Spraying Program, funding it by collecting monies directly from landowners in the spray blocks. Motion carried 5-0.
Supervisor Bruner motioned, seconded by Supervisor Paul, to execute the Highway Occupancy Permit contingent upon entering into an Intermunicipal Agreement with Halifax Borough. Motion carried 5-0.
Township resident Steve Aumen requested installation of a Brake Retarder Sign along South River Road. After discussion, the Board asked the Solicitor to return at the next meeting with more information.
Supervisor Paul motioned, seconded by Supervisor Bruner, to accept the 2018-2019 Winter Maintenance Agreement between PennDOT and Halifax Township. Motion carried 5-0.
Supervisor Bruner motioned, seconded by Supervisor McBurney, to waive reading of the Resolution, then to approve the Resolution accepting the Kevin Mallonee property into the Halifax Township Agricultural Security Area. Both motions carried 5-0.
