Secretary/Treasurer Report
Supervisor McBurney motioned to approve paid interim bills through September 10, 2018 (passed 5-0). Supervisor Schreffler motioned to pay current unpaid bills as of September 10, 2018 (passed 5-0). Supervisor Paul motioned to approve the August 13, 2018 meeting minutes (passed 5-0). The financial report was placed on file for audit.
EMC Report
EMC Tim Neiter reported that radios funded by gaming monies were ordered, with Halifax Borough receiving 2 of the 6 radios. The Fire Department will present plaques to the family involved in the fallen tree incident on October 12, 2018 at Halifax Elementary School; Neiter requested plaque funds come from the EMA Budget and asked if a Supervisor could attend the ceremony.
Roadmaster Report
Roadmaster Corey Stazewski submitted his August report. Paving has been pushed back approximately 5 weeks due to weather. Parmer Drive pipe repair was discussed, and the Hershey Road Bridge is awaiting Engineer Wilson's report.
Old Business
Supervisor Bruner motioned to advertise the ordinance authorizing an intermunicipal agreement with Halifax Borough for cooperation to replace and maintain stormwater management facilities on Division Street and at the intersection of State Route 147, and for apportionment of costs. Passed 5-0.
After discussion, Supervisor Paul motioned to consider the Simmers issue not a nuisance, determining that no UCC permit is needed. Passed 5-0.
A meeting was held between Halifax Borough, Gary Lenker, and HRG. HRG presented potential new designs for where the new sewer would run; discussions on the Matamoras Run are ongoing. HRG would like to meet with the Supervisors with draft proposals before submitting to DEP.
New Business
Supervisor Bruner motioned to advertise budget workshop dates for Monday October 15, Monday October 22, and Monday October 29, 2018, all at 7:00 p.m. Passed 5-0.
A letter was received from Boy Scout Dylan Bowman requesting a donation toward his Eagle Scout project of finishing renovations to the Taylor School House in Halifax. The Board decided to send a letter informing him the Township will consider the request during the 2019 budget process.
Supervisor Bruner motioned to allow the Costa setback variance and new impervious coverage, conditional upon removal of 600 square feet of current impervious area around the garage to add additional pervious area. Passed 4-1, with Supervisor Schreffler voting no.
