The Halifax Township Board of Supervisors held its monthly business meeting on September 10, 2018, called to order at 7:05 PM by Chairman Kenneth Bechtel. All five supervisors were present: Kenneth Bechtel, Brad Bruner, Randy Paul, Steve Schreffler, and Scott McBurney. The meeting opened with a moment of silence honoring the passing of former Supervisor Ralph Kieffer, and over just over an hour the board addressed stormwater coordination with Halifax Borough, sewer planning, and a contested zoning variance.

  • Stormwater intermunicipal agreement to be advertised (5-0): The board voted to advertise an ordinance authorizing an agreement with Halifax Borough to jointly replace and maintain stormwater management facilities on Division Street and at the State Route 147 intersection, with costs shared between the municipalities.
  • Costa impervious coverage variance approved with conditions (4-1): A property variance allowing new impervious coverage was granted, conditioned on the removal of 600 square feet of existing impervious surface near a garage. Steve Schreffler cast the lone dissenting vote.
  • Simmers property declared not a nuisance (5-0): After discussion, the board determined the Simmers matter did not constitute a nuisance and that no UCC building permit was required.
  • 2019 budget workshops scheduled (5-0): Three public budget workshop sessions were set for October 15, 22, and 29, 2018, all at 7:00 PM.
  • Act 537 sewer planning advances: HRG presented new design concepts for sewer routing near Matamoras Run following a meeting with Halifax Borough and Gary Lenker. HRG plans to bring draft proposals to the supervisors before submitting to DEP.
  • Eagle Scout donation deferred to budget process: Boy Scout Dylan Bowman requested a donation toward his Eagle Scout project restoring the Taylor School House. The board will consider the request during 2019 budget deliberations.
  • Road paving delayed: Roadmaster Corey Stazewski reported that paving has been pushed back approximately five weeks due to weather, and that the Hershey Road Bridge project awaits an engineer's report.
