Tim Belk was reappointed as Township Roadmaster for 2020 (5-0). His compensation package was approved at an annual salary of $51,140, with a township vehicle, gas card, credit card, cell phone, $310/month health benefits stipend, paid holidays, and designation as Nuisance Officer.
APPOINTMENT OF FULLTIME ROADCREW
Ryan Malone was reappointed as fulltime roadcrew for 2020 (5-0). His compensation was set at $15.45/hour with a township vehicle, gas card, paid holidays, $25/month personal cell phone stipend, and $310/month health benefits stipend.
APPROVAL OF LABORERS/DRIVERS HOURLY RATE OF PAY
Raymond Maus was approved at $15.00/hour as a part-time employee (5-0). Jay Bechtel was approved at $15.50/hour as permanent part-time and $17.00/hour as a CDL snowplower (4-0-1, Chairman Bechtel abstained). General rates were set at $16.50/hour for CDL plow operators, $12.00/hour for non-CDL plow operators and CDL drivers, and $11.00/hour for laborers (5-0).
APPROVAL OF PAY PERIODS
Pay periods were approved 5-0: bi-weekly for employees with payday on the Wednesday following the end of each pay period, and monthly for supervisors with payday on the last payday of the month.
APPROVAL OF EMPLOYEE PAID HOLIDAYS
Eight paid holidays were approved 5-0: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Day after Thanksgiving, Christmas Day, and a Floater Day.

Bruce Warshawsky was reappointed as Solicitor for 2020 with a compensation package of $750/month retainer, $150.00 initial fee and $100 thereafter as outlined in the fee schedule. Motion carried 5-0.

APPOINTMENT OF UCC & APPROVAL OF FEE SCHEDULE
Building Inspection Underwriters of PA was appointed as primary UCC inspectors and Light-Heigel and Associates as alternate UCC inspectors for 2020 with fee schedule. Motion carried 5-0.
APPOINTMENT OF SEO & APPROVAL OF FEE SCHEDULE
Brian McFeaters was appointed as the Township's primary Sewage Enforcement Officer for 2020 with his fee schedule. No alternate SEO was appointed at this time. Motion carried 5-0.
APPOINTMENT OF AUDITORS
Robert P. Wentzel, Charnell Etzweiler, and Gwen Corsnitz were appointed as Auditors for 2020. Motion carried 5-0.
APPOINTMENT OF VACANCY BOARD CHAIRMAN
Gary Shultz was appointed to serve as Vacancy Board Chairman for 2020. Motion carried 5-0.
DEPOSITORIES
Mid Penn Bank was retained as the Township's depository for 2020, holding the General Fund, Liquid Fuels Fund, Money Market Account, Plan Escrow Account (non-interest bearing), and Credit Card Account. Motion carried 5-0.
PSATS ANNUAL STATE CONVENTION

INTER-MUNICIPAL EQUIPMENT RATES
Inter-municipal equipment hourly rates were adopted for 2020, including $55 for pickup trucks, $65–$70 for dump trucks, $80 for pay loaders and backhoes, $70 for graders, $90 for sweeper/tractor and road mower/tractor, $110 for boom mower/tractor, $35 for zero-turn mowers, $40 for small asphalt rollers, $85 for weed spraying, and $25/day for trailers. Motion carried 5-0.
MONTHLY BOARD OF SUPERVISORS MEETINGS AND PLANNING COMMISSION MEETINGS
Monthly meeting dates for 2020 were approved 5-0. Board of Supervisors meetings are held on the 2nd Monday of each month at 7:00 pm at the Township Municipal Building. Planning Commission meetings are held on the 1st Monday of each month, except September which is held on the Wednesday following Labor Day.
HALIFAX FIRE DEPARTMENT
Supervisors Bruner and Schreffler were designated to meet with the Halifax Fire Department to discuss their 5-year plan. Motion carried 5-0.
