Executive session held April 28, 2022, 7:10 p.m. to 7:45 p.m. — possible litigation

The Halifax Township Board of Supervisors held their monthly business meeting on May 9, 2022, called to order at 7:04 p.m. by Chairman Kenneth Bechtel. Supervisors Randy Paul, Steve Schreffler, and Brad Bruner were present; Scott McBurney was absent. The nearly three-hour session covered road infrastructure planning, a community festival proposal, property nuisance enforcement, and several land-use matters.

  • Road paving bids authorized: The board approved advertising bid packets for paving, tar & chip, and base repair work on township roads. Supervisors raised concerns about the quality of work from past low bidders and directed Roadmaster Tim Belk to contact Russel Standard about the issue. Belk was also asked to get a quote on trading in the boom mower attachment.

  • Small festival approved for Fort Halifax Park: Mr. Culp presented a proposal for a family-friendly two-day outdoor event at Fort Halifax Park, September 9–11, 2022, featuring live music (Mighty River Band and bluegrass band Colebrook Road), arts and crafts, camping, and local food vendors including Hall's Ice Cream. The board approved the event contingent on a formal resolution and proof of insurance liability.

  • Nuisance letter ordered for 51 Rutter Road: A complaint of dead animals, trash, and vehicles at the property of Enrique Buenrostro (Lorrie Adams) at 51 Rutter Road prompted the board to approve sending a pre-nuisance letter outlining the violations.

  • Anonymous complaint policy reaffirmed: The board confirmed that anyone filing a nuisance complaint must take ownership of it — anonymous complaints will not be acted upon.

  • Grass nuisance enforcement to begin in June: Pre-nuisance letters will be mailed to residents with grass exceeding 12 inches starting in June.

  • Carport permit violation at 49 Pawnee Lane: The board directed that a letter be sent to Lindsey Lahr for enclosing a carport without obtaining a building permit or UCC inspection.

  • Beiler stormwater exemption approved: Township Engineer Alex Greenly confirmed the Beiler property qualified for a stormwater exemption based on sufficient documentation. The board approved the exemption plan.

  • Cul-de-sac parking and other pending items: Solicitor Bruce Warshawsky advised that a resolution with justification for emergency and delivery vehicle access is needed before no-parking signs can be posted in a cul-de-sac. The board also asked Warshawsky to review the township's PA PERCS contract, and requested that the Halifax Village mobile home Land Development Plan be pulled for review.
