Executive session held 9:15 p.m. to 9:45 p.m. — personnel issues

The Halifax Township Board of Supervisors held their monthly business meeting on February 12, 2024, called to order at 7:02 p.m. by Vice-Chairman Brad Bruner. Four of five supervisors were present — Brad Bruner, Randy Paul, Steve Schreffler, and Scott McBurney — with Chairman Kenneth Bechtel absent. The meeting's most significant actions centered on two land development approvals, multiple property nuisance enforcement steps, and an ongoing dispute over engineer billing responsibility.

  • Halifax Commons land development conditionally approved: The board granted five SALDO waivers covering preliminary plan procedure, parking geometry near Popeye's and Advanced Auto, street tree spacing, and driveway intersection angles, then conditionally approved the full Halifax Commons Land Development Plan per HRG, Inc.'s February 5 review letter.
  • Camp Hebron land development approved: The board approved an amended land development plan for Camp Hebron.
  • Zeigler nuisance escalated to District Justice: An ongoing property nuisance complaint was referred to the District Justice for enforcement action.
  • Pre-nuisance letter ordered for Brother's property: A separate property nuisance matter was initiated with a formal warning letter.
  • Farhat hoop barn cease-and-desist directed: The board instructed staff to send a cease-and-desist letter to the Farhat property if a building permit is not obtained.
  • Steven Von Bueren disputed engineer bills: Von Bueren attended to contest responsibility for engineer bills related to his property. The board told him a supervisor would contact him to resolve the matter, and that further meeting attendance would not be necessary.
  • $1,000 donation to Upper Dauphin Human Services Center approved: The board approved a community services donation on a motion by Randy Paul, seconded by Scott McBurney.
  • America250PA resolution tabled: The board chose to delay action on the America250PA Dauphin County Resolution to allow more discussion time. The Southern Pennsylvania Area Association of Rocketry was granted three dates to use Fort Halifax Park, and spring cleanup was set for May 2–4.
