Monthly Business
Executive session held May 23, 2022 7:00–8:00 p.m. and May 25, 2022 7:15–8:30 p.m. — Personnel matters
Summary
The Halifax Township Board of Supervisors held their monthly business meeting on June 13, 2022, with all five supervisors present: Chairman Kenneth Bechtel, Randy Paul, Steve Schreffler, Scott McBurney, and Brad Bruner. The nearly three-hour meeting was dominated by road infrastructure spending, employee compensation adjustments, and the adoption and immediate application of a new gaming grant support policy. The board also noted two executive sessions held in late May to discuss personnel matters.
- $243,656 in road contracts awarded: The board unanimously approved contracts using Liquid Fuels money — $85,052 to New Enterprise Stone & Lime Company for base repair on Hoffman Road and paving on Locust Street and Middle Road, and $158,604.33 to Russell Standard Corporation for tar and chipping on Baddorf Road, Middle Road, Dunkle School Road, and Hoffman Road.
- Employee pay raises to retain workers: Roadmaster Tim Belk's salary was increased to $65,956.80 annually and road crew member Ryan Malone's hourly rate was raised to $23.00. The board described this as a one-time economic adjustment to stay competitive with local employers like MI Windows and Doors.
- Gaming grant policy adopted, then immediately tested: The board established a policy that the township will only support gaming grant applications from individuals and businesses "in good standing" with Halifax Township. Minutes later, a request from Graceful Acres for a gaming grant support letter was tabled (5-0) after the board determined the organization was not in good standing under the new policy.
- Camp Hebron gaming grant support approved: In contrast to the Graceful Acres decision, the board added a Camp Hebron gaming grant support letter to the agenda and approved it unanimously the same evening.
- Cul-de-sac parking resolution adopted: The board waived the full reading and approved a resolution addressing parking in cul-de-sacs.
- Nuisance enforcement actions: Pre-nuisance letters were ordered sent to Thomas and Crystal Ashley regarding chickens entering neighbor Charlotte Gingrich's yard, and to Andrew Hoover regarding a structure reportedly built without a permit. Roger Lehman was granted a six-week extension until August 8 to remove a temporary carport.
- Vernon Rothermel given 30-day deadline at 43 Kip Road: Building inspector liaison Mike Gensemer presented conditions requiring Rothermel to remove a carport, detach a storage/workshop area from a mobile home, and provide documentation from a licensed design professional attesting to structural stability.
- Sewer extension project meetings planned: The board agreed to schedule public meetings on the sewer extension project for the last week of July 2022, coordinating with the Halifax Area Water and Sewer Authority, Halifax Area School District, and Herbert, Rowland & Grubic, Inc.
