Planning Commission

7:00 p.m. – 8:31 p.m. 7 present 4 motions

The Halifax Township Planning Commission held its regular meeting on July 6, 2022, called to order at 7:00 p.m. by Chairman Jake Gruver. Members Randy Paul, Flo Mallonee, and Dwight Hoffman were present; Chad Lebo was absent. Solicitor Bruce Warshawsky, HRG Engineer Alex Greenly, and Ben Warner of the Tri-County Regional Planning Commission also attended. The session centered on two active land development plans and early work on updating the township's Subdivision and Land Development Ordinance (SALDO).

  • RKM Real Estate (Messick) — curb and sidewalk waiver approved 3-1: The commission granted a waiver of SALDO Sections 606 & 607 for curbs and sidewalks, with the condition that a note be placed on the plan requiring their installation if the township mandates them in the future. Three additional waiver requests (parking islands, street trees, and collector street right-of-way width) were not acted on. Moved by Flo Mallonee, seconded by Randy Paul.

  • RKM Real Estate — plan approval recommended unanimously: The commission voted 4-0 to recommend approval of the RKM Real Estate land development plan, contingent on satisfying all conditions in HRG's June 27, 2022 review letter, including Subdivision and Land Development Comments 1–5 and Administrative Comments 1–4.

  • Sycamore Ridge LDP — waivers discussed, no vote taken: Chad Zimmerman of Dawood Engineering presented waiver requests covering private roads, curbs and sidewalks, street trees, and street lights. Solicitor Bruce Warshawsky advised that a waiver for Section 502.3 (private roads) was unnecessary and noted that an approved Traffic Impact Study and Highway Occupancy permit would be required for improvements within the state right-of-way.

  • SALDO update in progress: Ben Warner of the Tri-County Regional Planning Commission reviewed proposed changes to the SALDO related to separating sections and updating terminology. The commission was asked to review the material for further discussion at a future meeting.

  • Public comment — school traffic concerns: David Haus raised questions about traffic congestion at the Halifax Area School District and asked about the possibility of a bypass.
