Executive session held 6:20 p.m. to 6:55 p.m. — possible litigation and matters dealing with personnel

The Halifax Township Board of Supervisors held its monthly business meeting on July 11, 2022, with all five supervisors present: Chairman Kenneth Bechtel, Randy Paul, Steve Schreffler, Scott McBurney, and Brad Bruner. The board met in executive session before the public meeting to discuss possible litigation and personnel matters. The lengthy session covered land development approvals, a wave of property nuisance enforcement actions, and progress on the Fort Halifax Farmhouse & Barn preservation project.

  • Messick's Building Addition land development plan conditionally approved. The board granted waivers for parking island spacing, street trees, and collector road right-of-way width for the RKM Real Estate project. Curb and sidewalk requirements were deferred, with a plan note reserving the township's right to require them in the future. Final approval was conditioned on satisfying HRG's engineering review comments.

  • Fort Halifax Farmhouse & Barn project moved forward. Scott McBurney was authorized to sign the Local Share Municipal Grant Agreement. The board voted 4-1 to proceed with a feasibility study, with Randy Paul casting the sole dissenting vote. Kenneth Bechtel and Scott McBurney were named to the project committee.

  • Seven nuisance and permit violation letters authorized. The board directed enforcement notices to Andrew Hoover (unpermitted structure), Cedar Halifax Land (overgrown vegetation), Mr. & Mrs. Mark Zeigler (trash and overgrown vegetation), Rockstart Early Learning Center (dilapidated building), Mr. & Mrs. Jamie Viars (unpermitted detached garage), Rochelle Reese (unpermitted pool), and Mr. & Mrs. Chad Moore (unpermitted detached garage).

  • Boom mower sold to Wayne Township for $8,500.

  • Dauphin County Hazard Mitigation Plan adopted and a gaming grant support letter approved for the Halifax Fire Department.

  • Fort Halifax Park festival resolution approved, with a one-time exception allowing amplified sound at 65 dBA until 11:00 p.m. Yoga sessions at the park were also approved on dates proposed by Stephanie Hoover.

  • Federal mileage reimbursement rate increased from $0.585 to $0.625 per mile for 2022.

  • Sewer Extension Project public meetings announced for July 26 at 1:00 p.m. and 6:00 p.m. at Halifax Area High School, with residents encouraged to attend to learn how the project may affect them.
